At the end of 20th century, science and technology were advancing rapidly, the knowledge economy was emerging and the international competition was becoming increasingly fierce, in the new situation , the Communist Party of China is summarizing the historical experience of socialist modernization drive deeply, fully draws it on the foundations of this academic research results of capital theory of manpower , form the theory on strengthening educational development and exerting the superiority of enormous manpower resources ,and under the guidance of this thought ,China has made and implemented " China's educational reform and development outline ". By carrying out the strategic position of " having priority for development " over education, The Central Committee of the Communist Party of China hopes to push on the cause of development of manpower resources, to give play to the superiority of our huge manpower resources and find a new-style industrialized road. This is an important be-in-power behavior of the Communist Party during the process of leading socialist modernization drive, this is the topic of the academic thesis. I hope this paper could provide some references for the cause of development of our education and manpower resources in the future, through the systematic researching on the drawing up and carrying out of " China's educational reform and development outline" .At first, the thesis analyzes the social historical background of " China's educational reform and development outline " in the course of making. I think, in the initial stage of reforming and onening-up, under the guidance of Deng Xiaoping's theories on education and manpower resources development, China has made considerable progress in the development undertaking of education and manpower resources , but due to various restrictions of objective conditions , there were a lot of questions in education and manpower resources development at this stage. This displayed in government's input in education insufficiently obviously, and this restricted to the improvement of the manpower resources development seriously; Basic educational development was weak , for the first time, intermediate manpower resources development was in the state of being ignored ; Vocational and technical education couldn't meet the needs of socialist modernization drive for large quantities of technical talents. Examination-oriented education was too emphasized to meet the needs of improving national quality in an all-round way. The teacher's too low treatment restricted their enthusiasm seriously. Such conditions of the education and the manpower resources development were far from meeting the need of realizing industrialization and modernization, this caused the extensive concerns of various circles of our society, at " Two Conferences " in 1988, the deputies of the National People's Congress and members of the CPP of CC of the National Committee had lively discussion on this question. They not only criticized the party and government' s faults in power severely, which they made during the course of the development ofeducation and manpower resources, but also put forward a lot of constructive suggestions and policy recommendations . The discussion caused the great attention of the Central Committee of the Communist Party of China and the State Council. The Party Central Committee made a decision to look into the existing problems on education and manpower resources development and were brewing to make new policies for education in order to solve the problems.Afterwards, what the thesis presents to the teachers and readers is the formulation process of " China's educational reform and development outline ". In this part, I initially analyze the basic reason why this policy text went through after five-year long drafting and study the decisive factors which make the " Outline " take into shapes finally.
