The continuing development of higher education in poor areas is the most essentialcomponent for the eradication of poverty. For if institutions of higher learning lack financialresources, then their lifeblood will be cut off, preventing them from retaining suitablefaculty, purchasing new equipment, providing students with adequate housing, etc. Intoday's environment where the provincial government resources are significantly limited,then officials overseeing educational affairs believe that institutions of higher learninglargely are left with no choice but to charge higher tuition. Therefore, researchers in theprovincial education bureau must judge which students are in need of financial aid and howmuch assistance they need, using principles that take into account the students' familiesability to pay tuition lest the poorest students be unable to pursue higher education and allsorts of social problems arise. When these financial aid policies are properly determined,then numerous benefits ought to be achieved. First and foremost, even the poorest studentswho tested into these schools are able to study. Second, parents should perceive that there isfairness in the policies since financial aid is awarded according to need. And finally, theentire higher education system has sufficient resources to develop at a healthy rate. This thesis is concerned with substantive research of theoretical and actual systems offunding higher education through both family contributions and government financial aid.After evaluating the conclusions of various academicians in China and around the worldconcerning educational investments such as family contributions and government assistance,comparisons have been made between the amounts of funds received by institutions ofhigher learning in Yunnan Province from national and provincial agencies and student-paidtuition and those received by similar institutions in other provinces and independent cities(which report directly to the national government rather to a province). In addition,comparisons have been made between the amount of funds received by the variousinstitutions of higher learning in Yunnan Province and their actual needs, taking intoaccount current expenses and present needs. Furthermore, upon the receipt of 14,886student-completed questionnaires, certain shortcomings in the present system for fundinghigher education were identified. Then the theories of the new classic economics, costcompensates, and human capital were applied and adjusted to see if they might help solve IIIthese educational funding problems that are specific to Yunnan Province. Using these threetheories, determination also was made whether or not the amount of tuition was bothsuitable and necessary and that the cost compensates were set an appropriate level. Studentswho were chosen to complete the questionnaire were divided into three groups according tofamily income and a determination was made about what total costs poor-, middle-, andupper-class students would likely expend during their years at college. Then research wasconducted to determine the family's ability to pay these costs given present tuition levelswhile at the same time meeting the living expenses of other family members. If one is to adjust policies concerning tuition, then one must also consider its effects onthe willingness of the student and family to accept these changes. The author, afterconsidering certain educational research concepts and methodologies used both within andoutside China, gathered statistics from the students and measured their willingness tocontinue their studies in the face of two situations: 1) given only a rise in the level of tuitionand 2) given an increase in financial assistance in the face of a rise in tuition.
