For lack of educational resources and financial resources in Guizhou Province, the development of institutions of higher learning will be prevented seriously. Therefore officials overseeing educational affairs believe that increasing private cost shares is very important for institutions of higher learning to formulate financial policy. Researchers in the provincial education bureau must judge which students are in need of financial aid and how much assistance they need, using principles that take into account the students'families ability to pay tuition. They should do their best to help the poorest students, promising financial aid is awarded according to need and the poorest students who tested into these schools are able to study. So the entire higher education system has sufficient resources to develop at a healthy rate.This thesis is concerned with substantive research of theoretical and actual systems of funding higher education through both family contributions and government financial aid in Guizhou Province. Upon the receipt of 620 student-completed questionnaires, the theory of cost shares was applied and adjusted to see if it might help solve these educational funding problems that are specific to Guizhou Province. Then research was conducted to determine the family's ability to pay these costs given present tuition levels while at the same time meeting the living expenses of other family members. The author gathered statistics from the students and measured their willingness to continue their studies in the face of two situations: given only a rise in the level of tuition and given an increase in financial assistance in the face of a rise in tuition. Finally, the author researched the effect on financial aid, assessing the elasticity or inelasticity of any sort of change in tuition or financial aid policy. After taking into account the conditions of Guizhou Province, five basic suppositions from the aforementioned theories were applied, the following conclusions are being made to officials who oversee educational affairs in Guizhou Province: (1) The ability of students of Guizhou Province to pay tuition for higher education is overall quite low. (2) The demand for higher education is quite elastic. The effects of tuition are greater than family income. (3)Students and their family members desire that the student continue his studies for reasons other than economic benefit. (4) The decision to pursue higher education is not simply a matter of tuition cost. (5) When comparing tuition increases with that of increases in financial aid, the effective losses imposed by raising tuition rates exceeds that of the effective gains created when financial assistance is increased.
