The state-owned assets in the universities in China have come into being through the investments by the central government, the local governments and the related departments and by the self-accumulating in the course of development in the universities, they are an important components of the whole state-owned assets, and they are also the foundation for the universities to exist and develop. Under the planning economic system, the higher education has been invested in and managed by the central government, the local governments or the related departments, these agents have had the ownerships and the rights to administrate these assets while the universities have had the rights to exploit these assets. In the course of the reforming in the higher educational system, there have been many investors with different ownership in the development of the higher education services and some activities in the higher education field have been marketed, therefore, some a part of the state-owned assets in the universities in China have been managed according to the market mechanism, and have been sustaining and enlarging their value through the management and administration. However, the higher education service has the characters of the semi-public product, which determines that not all the state-owned assets in the universities in China have the properties of managing assets, and a great number of them can only be non-managing assets. Generally speaking, the quality of managing and administrating the state-owned assets in the universities in China has a direct effect on the development of teaching and scientific research and on the benefit ofproducing the higher educational services. Owing to the low quality of the administration of the state-owned assets in the universities in China, we have observed that there has been a serious drainage of the state-owned assets in the universities.With the deepening development of the reforming and open policies, the forms and channels for the drainage of the state-owned assets in the universities may be enforced, the rate for the drainage may speed up, if there are no measures to be carried out to constrain the tendency, it will bring out our country and the universities themselves much more damages.There have been some papers on the management and administration about the state-owned assets in the universities in China in public, but it's obvious that they are only the experimentally working papers without a deeply theoretic research, and up till now there is short of a systematic achievement on this topic. With the entrance into WTO, it's possible for the foreign higher education organizations to share in the market of the higher educational services, the management and administration about the state-owned assets in the universities in China will become more and more important and necessary to structure a set of managing model and system about the state-owned assets in the universities in China under the present circumstances in order to ration the relationships among the government, university and the departments, and the relationship between the university and the firms, to define the nature of the state-owned assets and the range of management and administration, and to sustain and enlarge their value so as to ensure that the universities can have their basic effects on higher education services and the economic effects on the development f the society.This dissertation is guided by the theories of the Marxism, the thoughts of Mao Zedong, the theories of comrade Deng Xiaoping and "the 3 representatives", based on the viewpoints of history, reforming and developing laws, taking the positively social investigation as the basic method, adopting the combination of historic analysis and logic analysis, of canonical analysis and positive analysis, of macro-analysis and micro-analysis, and of qualitative analysis and quantitativeanalysis, so on and so forth.
