Study On High Level Human Resources Development

It is a major tendency in the process of modern economic growth to pay first attention to the development of human resources. With the continuous development of the tendency of economic and science-technological globalization and the international competition becoming more intensive day by day, the knowledge economy is on the rise and the function of high level human resources is becoming more and more prominent, and thus becoming the focus of the competition. In our country high-level talented people are extremely deficient, which has become one of the key factors restricting the implementation of our talented person strategy and our economic development. Thus, it has become our important and urgent subject to develop high-level human resources.Consulting the results of the domestic and foreign theoretical research into human resources and human capital, and based on this, this paper clearly puts forward the concept and theoretical rationale of high level human resources development and analyses the domestic and foreign economic and political background of the development of high level man power resources and the opportunity and challenge facing it.Then, through consulting, collecting, reorganizing and analysing massive data and information, this paper explores the existing situation and major problems of the development of human resources in our country, exposes the objective situation of the serious deficiency of high level human resources and high level, creating, multi-skilled talented people, the discontinuation between the veteran and the green-hands, and its serious out-flowing, and mainly analyses the problems existing in the development of high level human resources, such as: the deficient input and supply of higher education, failure in the teaching staff building to keep up with the continuous enlargement of enrolling students, the great regional differences in higher education resources, the irrational structure of the cultivation of the high level talents, the incompatibility to the needs of the era and the market economy, and the weakness of innovative power of famous universities, and all in all, higher education has not played its key role in the development of high level human resources, and, compared with other countries in the world, still has a long way to go.Based on the above statistical analysis and starting from the basic method and approach in developing high level human resources, this paper objectively analyses the superior status and the vital role of higher education, especially post graduate education, in the development of high level human resources. This paper has promulgated the close relationship between thepost graduate education and the development of high level human resources, that is: The connotation of the post graduate education indicates that its main task should be developing high level human resources; the cultivating aim of the post graduate education displays the setting aim of the development of high level human resources; the characteristics of post graduate education determine its direct function in the development of high level human resources. Obviously, the development localization, the development characteristics and development tendency of the post-graduate education are closely related with the development of high level human resources. Many year's practice of the development of our country's post graduate education has fully proved that post graduate education has cultivated and provided our country's socialist economic construction and social progress with large numbers of urgently needed, high level talented people, greatly improved the development of science and technology and knowledge innovation, and built a sum of teaching and scientific research-centred bases of high level talented people, making great contribution to and playing an important role in the development of high level human resources. An conclusion can be drawn that post graduate education, an important constituent of higher education, shoulders the task of being the channel to fully developing high level human resources, and of cultivating high level creative talented persons for the modernization of our country.In order to show its practical and applying value clearly, this paper also constructs a new innovative frame for the system of developing post graduate education, and puts forward the strategic concept and countermeasure suggestion for the development of our country's high level human resources, such as: the implement of the public management of developing high level human resources; establishment of modern university system, enlarging university's rights of running school; establishment of mechanism of social participation and market guidance; reforming and innovating the mechanism for raising educational finance for post graduate education; implement of the sharing system of post graduate educational cost. This paper makes every effort to formulate policy basis for government of all levels to make policy for the development of post-graduate education. Making use of the basic data of the developing scale and quality of Heilongjiang post graduate education in recent years of more a decade, this paper, fanning out from point to area, constructs BP network model based on MATLAB5.3 and PPE model on RAGA, and, by doing rational analysis, makes scientific forecast on the enrolling scale of the coming three years, and also innovates the method of making a comprehensive evaluation of the cultivating quality of post graduates.Finally, this paper puts forward the developing direction and the developing countermeasure for post-graduate education to develop high-level human resources. This paper stresses running well post graduate school, cultivating doctors of high quality; strengtheningthe construction of key disciplines and the troops of teachers; optimizing the cultivating structure of post graduates; raising the cultivating quality of post graduates; setting up innovation bases for raising post graduates; realizing the development orientation for the new breakthrough of the cooperation pattern of production, study, and research. This paper tries its best to provide theoretical enlightenment and practical methods which can function as models to develop our country's high level human resources.
