This thesis mainly makes a tentative research into the human resources allocation in universities from the aspects of its status quo, historical evolution and causes analysis.It explores the aboving aspects and tries to give suggestions based on the combination of theory and practice by collecting and compiling statistics various types of data about the situation of human resource allocation for more than twenty years in National Education Statistics, studying national and local governments at all levels and departments concerning for the education policy, particularly tertiary education policy in the various documents combining its real situation.1.Combs the labor economic theory, inner labor market theory and human resource theory concerning the human resources allocation in universities, and discusses its theory value.2.It makes research into the status quo of the human resources allocation in universities in the years from 1987 to 2008 and analyses its causes from internal and external environment, therefore, it comes to the conclusion of general situation about its status quo, historical evolution and causes.3.Based on the relevant theory, combining the situation of the analysis aboving and considering the national situation fully, it tries to give some suggestions.
