The 21st century is the era of knowledge economy, the human resources of university teachers have become the significant strategic resources in cultivating innovative talents and improving the core competitiveness of the university. Higher Institutes of Physical Education has uniqueness in China's higher education system and plays an important role in promoting sports development and building a moderately prosperous society. Meantime, it takes on the historical mission of promoting our sport strong move by the sports powers. The human resource management of Higher Institutes of Physical Education is facing new opportunities and challenges. Therefore, there is a theoretical and practical significance in studying the problems of the Higher Institutes of Physical Education's human resources management and teachers'construction, and putting forward the measures of optimizing the human resources management mechanism of the Higher Institutes of Physical Education.The thesis analyses the theoretical basis of optimizing human resource management Mechanism of Higher Institutes of Physical Education from the theory of management and economics. Strategic Human Resource Management Theory provides a theoretical foundation for understanding the human resources management system of Higher Institutes of Physical Education from the long-term development strategy, setting up the idea that the human resources is the most important strategy resource and the flexible management concepts of"People Oriented", establishing a virtuous human resources management system, and achieving the organization's long-term strategic goal. Motivation theory stresses the use of a variety of management tools and strategies to stimulate people's behavior and motivations, and thus to mobilize the people's enthusiasm to improve the efficiency of human resource management. Systems theory highlights the holistic, stresses the organic integration of institutional factors and human factors, has a guide for realizing the interaction, functions and processes of automatic adjustment and control of Talent introduction mechanism, incentives mechanism, training mechanism, the pay mechanism, development mechanisms, constraints mechanism, improves human resources and the environment and human resources development measures and optimizes human resources management mechanism. Pareto efficiency in economics theory provides the efficiency standards and principles of studying the optimal allocation of scarce human resources. The combination theory of pursuing profit maximization producer and the optimal production elements provides a theoretical tool for us to analyze the human resource management issues in the development of the Higher Institutes of Physical Education.The thesis makes an empirical study on the teacher resources management performance from the aspect of macro-and micro performance. Firstly, regard the student-teacher ratio, age structure, degree structure, job structure, and learning edge structure and the proportion of full-time teachers in master's or PhD as an indicator and make an empirical research for teacher resources management performance. The results show that the macroeconomic performance of human resource management in the Higher Institutes of Physical Education is low, specifically as follows: the insufficient of teacher resources, the gap between the teacher's quality and national requirement, the irrational age structure, the insufficient of backbone teachers, the irrational degree structure, the shortage of the high-graduate teachers, the low percentage of teachers in high-title, the further optimization of the title structure and it is difficult for the teacher resources to satisfy the requirement of Higher Institutes of Physical Education's training high-quality sports talents. However, the proportion of master's and PhD improves fast and the strategic role of teacher resources management in the increases gradually.Secondly, we could get an empirical analysis on the higher sport institutions by the use of factor analysis and multi-regression analysis methods of modern statistics. The result of factor analysis shows that: the, systematic training, evaluation of performance, teacher incentive, teacher's participation and affective commitment in human resource management practice are main factors that affect teachers'microcosmic performance. Multi-regression analysis shows that commitment-based human resource management practice which is composed of the introduction of talents, evaluation and incentive, teachers'training and participation and affective commitment has a positive correlation between teacher'morality and the teaching and educating of students. Introduction of talents, evaluation and incentive, teachers'training and participation has a positive correlation between teachers'scientific research and community service performance, but affective commitment has a negative correlation between teachers'scientific research and community service performance.Furthermore, the empirical analysis shows that there are several problems in the higher sport institutions, as follows: the strategic concept of hysteresis of Higher Institutes of Physical Education's human resource management ,the lack of vertical fit between human resource management and school strategic development, the lack of horizontal fit between constitutes of human resource management, simplicity of disciplinary development, incentive policies and the mechanism of affective commitment can't satisfy the demand of teachers'pursuit of higher value ,which lead to the loss of the higher educated teachers in Higher Institutes of Physical Education .The thesis suggests that, the optimization of human resource management mechanism need to follow the strategic principles, systemic principles and the principle of efficiency and incentive and optimize the Higher Institutes of Physical Education's introduction of talents mechanisms,teacher training system teacher performance appraisal system, incentive mechanism and teachers'participation mechanism through making the strategic planning for the human resources management. In order to build the best human resources management system of Higher Institutes of Physical Education and improve the human resources management efficiency of the Higher Institutes of Physical Education.
