It had been for a long time since people paid more attention to the quantity than to quality of scientific research when they studied the issue on scientific development. With the function of science & technology being continuously increased in the society, scientific research quality has been a common focus of attention in the area of both science and industry. However, it is still a puzzle to measure and identify the scientific research quality in the domain of scientific research all over the world. Moreover, there is not a comprehensively accepted conception of scientific research quality. So, after having identified the basic characteristics and quality conception of scientific research, a comparatively systematical study on the topic of quality improvement on scientific research in universities has been achieved, and it is also an attempt that the its products will be beneficial to quality improving on universities' scientific research quality in the paper. There are the main components in the study as following:(1) Identifying concept to and reviewing the related literatures to scientific research. Based on a review of the related literatures about the conceptions of science, scientific research, scientific research quality and quality improvement, the intrinsical characteristics or basic connotations of scientific research, scientific research quality and quality improvement on scientific research are analyzed, and then the related academic and practical products about quality improvement and quality management of scientific research are summarized.(2) Exploring a general mode of scientific research quality management. Based on analysis of the basic characteristics of universities' scientific research, a notional mode of the processes and variables of scientific research in universities, which embodies continuous improvement idea, by using the skills of systematical engineering, continuously improving theory and process methodology of ISO9000, then the characteristics and a general mode based on process of scientific research quality management in universities are analysized, finally, several countermeasures, which are helpful to carrying scientific research quality management in universities, are developed.(3) Design of quality improvement system of university scientific research. Applying in the basic theories of quality improvement, the objective and principles and approaches of quality improvement on scientific research, and then a logical model based on the process of quality improvement on scientific research is designed, finally, several strategies of quality improvement on scientific research in universities are developed.(4) Developing the Evaluation System of University Scientific Research Quality for Improvement (ESUSRQI). After having reviewed the problems of universityscientific research evaluation and quality award principles for performance excellence in different countries, the conception and the characteristics of ESUSRQI are discussed, the objective and several principles of ESUSRQI are analyzed, a evaluation model of university scientific research quality for improvement is developed, and then the work flow of university scientific research quality evaluation for improvement is designed, finally, the Methodology for University Scientific Research Quality Evaluating Based on Benchmark (MUSRQEBB) is developed.(5) Designing several models for quality improvement on university scientific research. PDCA cycle is the scientific procedure, which is generally applied in quality improvement, and is also the basic theory for quality improvement of process, staff, or organization in the university scientific research field. After having reviewed the related theories about PDCA cycle, process quality management, customer satisfaction and organizational quality improvement, the characteristics of process quality and working quality and organization are analyzed, and then the university scientific research quality improvement models fitting for them are designed.(6) Research of optimizing stategies the allocation of the scientific resources in universities. How to constitute principles for optimizing the allocation of the scientific resources is not only an important topic for discussion in the process of scientific research quality improvement, but also a reality subject to which is paid comprehensive attention by the universities in China. Based on the criteria of ISO9000 and the characteristics of the scientific resources in universities, the components of the science and technology resources in universities and their inverting relationship are analyzed, the basic requirements for the management of the science and technology resources in universities are explored, and several principles for optimizing the allocation of the scientific resources in universities are put forward.(7) Positive research of quality improvement on scientific research in universities. Using the former theoretical products in the paper, the quality problem of Graduate Student Thesis (GST) in the enterprise management academic institution of a given university is chosen as the research object, and then the positive research is developed. During the study, the model of ESUSRQI and MUSRQEBB, the model of scientific research process quality improvement, and the strategies for optimizing the allocation of the scientific resources in universities are exemplified and checked. The theoretical products are ameliorated in the positive research.
