The research project is raised mainly from "With this stage of compulsory education in rural areas changing in the structure of financial revenue, are there impacts of inputs for rural compulsory education? "--such a policy background and the urban and under the reality background of rural compulsory education in total, regional structural imbalance.At the turn of the century, the Tax-Fee Reform which is first carried out in an experimental district will set up a prelude to new reforms in the countryside of China. Due to canceling extra fee and fund raising for education(2000 total funding for the two national 178.39 billion, accounting for 91.997 billion yuan for compulsory education in rural areas and nearly 20% of the national budget allocated 59.766 billion yuan of financial nearly 30%) ,the development of rural fundamental education which has already been in difficulty will face a new challenge. Allocation to rural education, educational quality, the pay for teachers ,the stability of teachers ,the attitude of local people towards education will be affected intensely. We must deal with these effects correctly and ensure the sustainable development of rural fundamental education. After the reform of tax - for -fee , shortage of fund in rural compulsory education is becoming more and more serious. The writer considers that the government should take more responsibility for the rural compulsory education , reform the investment system and enhance the utilized efficiency of education fund. The financial investment in compulsory education in rural area by empirical findings, from the overall supply, the 20th century since the mid-1990s, rapidly grows over China's total rate of rural compulsory education inputs, and even higher than the GDP growth rate. From the growth point of view, this state of the rural compulsory education in the growth rate is still lower than the growth rate of fiscal expenditure. In short, since the mid-1990's, the calibre of our statistical indicators for compulsory education has significantly increased, but the total input for rural compulsory education is still inadequate. From the analysis of the status of source of income, our public investment in rural compulsory education investments is mainly to the government's input in 2003, for the share of total income 3/ 4 above. From the sources of income trends speaking, the main focus of compulsory public investment is too low, the public investment and management responsibilities belong to the county level and almost entirely are under the responsibility of the grass-roots government, the majority of funds for compulsory education at the county level. Structurally, the research conclusion concludes that, from to 2004 (1) in provincial level, most seriously unbalanced investment is the public funds per student in budgets; (2) in the area, unbalanced investment is also serious;(3) The absolute difference and the relative difference of compulsory education funds investment assumes the obvious expanded tendency in the province and inter the province;(4) to study and compare in 2003 the structure unbalanced area by spatial distribution. Through the compulsory education disbursement structure on time series analysis, study puts forward the proposal to the next improvement of investment direction. Integratedly, due to the presence of conspicuous imbalance, coupled with compulsory education being a benefit for public goods, thus we must increase intergovernmental transfer payments, the next step from the research needs of a theoretical analysis of the causes of structural imbalances, and which summarized the key lessons.
