A Study On The Balance Of Financial Investment In Compulsory Education In My Country

To promote the balanced development of education is to let every citizen receive education equally.China has a vast territory,and there is a certain gap in the development level of compulsory education in various regions.Since 2012,the Ministry of Finance asked provincial governments to plan education funds as a whole and clarify the compulsory education funds that should be borne by finance at all levels within their jurisdiction,the gap between provinces and cities in China's compulsory education expenditure has been narrowed to a certain extent,but this gap still exists.This paper analyzes the current situation of the imbalance of financial investment in compulsory education in various provinces,explores the reasons for this imbalance,and puts forward corresponding countermeasures and suggestions,which will help to improve the degree of equalization of compulsory education,so as to reduce the gap between compulsory primary school and junior high school education.Based on the provincial differences of financial investment in compulsory education,this paper studies the situation of financial investment in compulsory education from 2009 to 2018 after the implementation of provincial coordination of compulsory education funds in China.On the basis of exploring the performance of the imbalance of financial investment in compulsory education,it further analyzes the reasons for this imbalance,and then draws lessons from international successful experience,connecting with China's actual situation,From the three perspectives of giving full play to the public financial functions of the government,reasonably dividing the financial and administrative powers of governments at all levels,and improving the transfer payment system,this paper puts forward some relevant suggestions to promote the balanced financial investment in compulsory education in China,so as to solve the actual problem of unbalanced financial investment in compulsory education and further promote the high-quality and balanced development of compulsory education in China.This paper consists of five chapters.The first chapter is introduction.This paper mainly describes the research background,research significance and literature review.The second chapter discusses the theoretical basis of compulsory education expenditure equity.The third chapter analyzes the current situation of China's compulsory education expenditure imbalance.The fourth chapter analyzes the reasons for the imbalance of financial investment in compulsory education.Finally,the fifth chapter puts forward some suggestions to promote the balance of financial investment in compulsory education.
