With the inherent characteristics—being free of charge, equal and universal, public education gradually unveiled itself from the mid of 19th century in Canada, then still an inconspicuous colony under the control of Great Britain. Through the promotion of various domestic and international factors and impetuses, in the process of study and learning the advanced educational ideology and practice from European countries and United States of America, public education has been ceaselessly promoted and developed in Canada, until today.Centuries-old ties with European countries, impact and infiltration outside, especially from the super-power neighbor United States of America, and all the vicissitudes with regard to Canada's international status, economic development, regionalism, policies of bilingualism and multiculturalism, determined the uniqueness and particularity of the development of public education in Canada. Besides, the achievement, setbacks, difficulties and innovations that Canada has experienced during the course of public education development offered a rich reference and inspiration to the practice of public education within worldwide countries.Cutting in from the historical perspective, the dissertation makes a comprehensive review and study on the development of public education in Canada by means of documentation, comprehensive analysis, comparison and case study. Starting off from the historical backdrop of the development of Canada education, the dissertation strives to reveal impartially and roundly the whole process of establishment and development of public education in Canada, and sort out the special features and approaches of the development of public education in Canada, in addition to the priorities and difficulties of its innovation, together with its future directions, from which to exploit some beneficial enlightenment and inspiration.The dissertation in general comprises five parts. Chapter one "The Genesis of Public Education in Canada" highlights that the colonial education in Canada under the French and British control and influence paved the way to the establishment of public education in Canada. Step by step, the colonial government interposed into the field of education, attempting more and more responsibilities in primary education, and issued a series of acts and policies. Consequently, government got the run upon Church in the wrestle for the right of educational domination. Meanwhile, common school arose as the occasion demanded, which represented the first sprout of public education in Canada. The ideology that humans are equal to receive education became gradually spread among Canadians, which serves as one necessary prerequisite for the firm establishment and quick development of public education in Canada. Chapter two "The Molding and Development of Public Education in Canada" mainly depicts the process of public education being completely accepted by Canadians and public educational system initially founded in Canada, in addition to the zigzagged course of development from chaos to the rudimentary state, and then to the flying evolution. Chapter three "The Renovating Contemporary Canada Public Education" elucidates the brand new historic age demands Canada public education making a choice between conformism and forging ahead. Series of profound innovations pushed Canadian public education to the zenith of prosperity, and also to the riffle of difficulties. The fourth part, being an appendix, aims to pick and focus on York District, Ontario as a typical study object to reflect the status in quo and future development of public education in Ontario, and even to the extent of Contemporary Canada. The last part is the final conclusion of this study, making a further in-depth exploitation of certain issues on the motif of the dissertation.
