The reform of the educational system in the late Qing Dynasty is the first systematic education reform in modern China and a major reform of the New Deal in the late Qing Dynasty, which gradually embarked on the road of modernization of education. When the Eight-Power Allied Forces invaded China, Cixi escaped and hastily reformed the edict. In fact, one main content of this reform was about how to increase the talent to enhance the national strength. The ministers advocated setting up schools and gradually declining the imperial examination, which made the system of the imperial examination abolished and the educational system of Ren Yin-Gui Mao implemented in 1905. After that, the new educational system had a significant effect on all aspects of government public management.In this thesis, the author will discuss the influence, result and enlightenment of the reform of the educational system in the late Qing Dynasty from the perspective of the public management. The reform of the new educational system in the late Qing Dynasty had a significant effect on all aspects of government public management. For example, with the change of public organization, a new specialized education department was gradually established; the selection of the public personnel is fromthe past imperial examination into the present multi-channel recruitment; public affairs become more complicated and difficult to manage, but the public finance adopted the system of the budget and actual budget, which did not solve the problem of the insufficient education funds. The reform of educational system has produced various consequences:the development of Chinese traditional cultured generated a fault after the imperial examination was abolished; the differentiation of the gentry led to the disintegration of the four civil societies, the setting up of the schools and the separation between urban and rural areas. From the other aspect, the reform of the educational system has an important impact on the modernization of the government’s public management and the increase of the government’s personnel.We got some important inspirations according to the reform of the educational system:a good reform should be a gradual reform rather than a radical reform; a good reform should be the active development rather than the passive reform; a good reform should be in accordance with their social practical reform rather than imitate other countries’ system. At the same time, the reform should have the corresponding supporting measures and strong execution.
