Educational planning is the strategy of an overall and long-term development of education. This dissertation focuses on the nation's educational planning and tries to deal with four issues in the educational planning: pessimism, theory falling behind practice, contents unavailable and lack of strategic elasticity. The dissertation reviews systematically the development process and the stages of educational planning in the 20th century and indicates the trends and characteristics of the future development of educational planning. On the basis of analysis and review of the development process of traditional educational planning as well as its theoretical models, it puts forward that educational planning should cease the absolute rationalism and the post-modernism while take another way of alternative rationalism.The dissertation, from the view of the changes in the theory of strategic planning, in the planning forecast, in the development of strategic tools and innovation of strategic planning technology, clarifies and criticizes the planning forecast of the absolute rationalism and the indeterminism of the post-modernism and finally indicates the ides of alternative forecast on epistemology and theory of practice. A new system which involves ideas of complexity theory and systematic dynamics has been formulated, putting forward the strategic thinking methods, complexity-simple model, strategic-telescope, educational planning lab, strategic grey expansion and strategic flexible principles and so on.Strategic planning is a system project. One fatal defect existed in the traditional educational planning is the single-way planning. This research has explored the life cycle thinking of educational planning, and set the multi-polar and two-way planning model, which has the function of research, feedback, adaptation and correction. In the research a dynamic model of educational development has been set up and provided a method to analyze the relations of social needs, educational development and educational needs from the view of systematic dynamics.This research has drawn the experience of the thinking of strategic flexibility and explained the features, a possible way of strategic flexibility in the educational planning through systematic flexibility, resources flexibility, management flexibility and so on. From the experience-based research, the computer-based quantitative research and the man-computer cooperation, changes and innovation in the strategic planning methods have been discussed, in which a dynamic software has been introduced into the educational planning. In a ward, this research has tried to analyze theories, models and methods of the educational strategic planning by using the complexity theory and systematic dynamic thinking. The research findings are very significant for the theoretic innovation of educational strategic planning.
