Higher education is related to the development of the country and the future of the nation.With the maturing and perfection of the socialist market economic system and the advancement of higher education reform,colleges and universities have more autonomy in running schools,and the competition between colleges and universities is becoming more and more intense.In today's strategic decision to win the environment,colleges and universities will usually develop its development strategy,and strategic implementation is particularly important.This makes it necessary to establish a strategic management system that conforms to the actual situation of colleges and universities.This requires the introduction of effective management concepts and management tools.Balanced Scorecard is one of the most important management tools in the world for nearly 75 years.It originated in the enterprise,after the perfed also applies to non-profit organizations.Balanced scoring card is designed around the strategy,its core idea is balanced.It emphasizes long-term goals and short-term goals,financial measures and non-financial measures,leading indicators and lagging indicators,internal performance and external performance balance,including outcome goals and process objectives,individual performance and organizational performance,external Concerns and internal demands and other factors between the balance.The emergence and development of the Balanced Scorecard makes the traditional performance management from the performance appraisal,evaluation tools into strategic management tools,from the financial level,customer level,internal process level and learning and growth level of the four dimensions,combined with the strategy The map transforms organizational strategies into measurable indicators,sets target values and develops action plans,and ultimately forms a multi-dimensional management system that is integrated with organizational strategies to ensure that organizational strategies fall into the field.Based on the study of strategic management and Balanced Scorecard theory,this paper analyzes the conditions of strategic planning implementation of C university with the development status of the university and the development plan of"thirteen five" This paper analyzes the necessity and feasibility of introducing the strategic balanced scorecard,and constructs the C-university Balanced Scorecard index system after drawing the strategic map of C university,transforms the C university development strategy into the concrete measurable goal As well as the indicators,and then put forward to ensure that the Balanced Scorecard theory in the C university successfully implement the strategic planning of the main safeguard measures.Ultimately,we hope to provide revelation and help for the implementation of the strategy of the "13th Five-Year Plan" development of C University by using the Balanced Scorecard.
