Preparedness ensures success, unpreparedness spells failure. This proverb tells us that whatever we do we should strengthen forecasts and planning. As we all know, with the development of science, technology and economics, university increasingly tends towards the center of society from the edge. The social function that university plays will be more and more important. During the course of the building of well-off society in all-round way, Colleges of our country will not only have a significant developing opportunity, but also bear more social responsibility. Because many new subjects appear from every aspect of reform and development, a serious design of development and a scientific programming of future will be more in earnest.Planning of development of colleges is a general development planning with all to all aspects, a work manual for the grass roots of teaching institutions. It is a synthesis design and deployment of each factors of colleges development during a certain period of time. This paper first takes measure from the basic theory of college development programming, then puts emphasis on the analysis and argumentation of form process and five factors (supervising thought, analysis of status in quo, object confirmation, strategic measure, programming documents) of the establishment of the planning, in the end brings forward the solution and expectation towards the issues that exist in the planning of development of colleges.
