Education informatization has become the emphasis and the trend of national education reform with the rapid development of information technology. Education informatization not only means the innovation of education theories and education environments ,but also the methods and the models of teaching.The problem of national English education is becoming prominent in recent years,the problem of primary schools confronted is more serious and they will have comprehensive reform.The integration of the information technology into English curriculum has become the core of the basic education reform.The information technology not only provides a great amount of multimedia resources, but also can create the learning environments for language learning. However, from the present situation of the information technology integrating into the English curriculum,the effects are not quite obvious. How to use the information technology to construct the learning environments and the instructional model to fit the English subject and learning discipline to promote the fostering the children's communicative competence is becoming more important in the primary education reform.This study is supported by the project of"The Leapfrogging Development Trial in the basic English education based on the theory of Semantic Perception",which makes a great deal of research centered on how to implement the primary English instruction in the information technology environment to promote the fostering of the children's communicative competence.Based on the literature search and the instruction practice,the study adopts a lot of research methods, such as instruction observation,interview,action research, questionnaire, to explore the application of the Conversational Material in English instruction, create the communicative learning environment and construct the primary communicative instructional model based on the Conversational Material and extending listening resource.As a whole, the creative aspects of the study are as following.Firstly,the dissertation proposes the concept of"Conversational Material"creativly and constructs principles of design and development.The origination of the Conversational Material is to meet the requirements of the communicative English instruction and it is an important attempt of integrating information technology into English curriculum.The Conversational Material can make students communicate with each other freely with the help of the keys words and the communicative requests in the specific circumstances.It breaks the traditional instrutonal situation in which teachers teach the students in a mechanical way.The implement of the Conversational Material in the instruction attachs importance to communicative activities and communicative techniques according to the communicative approach. The communicative English instruction based on the Conversational Material can seize on the essence of the language learning and make the students take active part into the study.The most important advangtages of such instruction is that it can make students proceed from actual instructional goal and talk with each other in the process of the learning in order to promote the formation of communicative competence.Secondly,the dissertation defines the concept of E-class and its charachaters. Further,it makes the exposition of the construction of instruction environments based on the extending listening resources to ensure the communicative English instruction.The extending listening resources play an important role in language learning which will help to create ideal listening environments. E-class based on the theory of"Teachers Dominated - Students Centered"is absolutly essential to the communicative instruction,it can ensure the application of information technology in primary classroom setting.Thirdly, as the most important achievement of the study, the dissertation creativly constructs"The Three Times Communication and Twice Listening"Communicative Instruction Model based on the Conversational Material and extending listening resources.And it also proposes the specific implements and the corresponding strategies in practice of the English instruction.This model, which is based on the theory of Semantic Perception, Monitor Model of Second Language Development, Textual Teaching, Multimedia Design and Cognitive Load Theory, will integrate the Conversational Material and extending listening resources into routine instruction of E-class .At last, the dissertation makes further efforts to demonstrate the value of the research through the implement of the model in the experimental schools, combining the test result of the students.It has been proved that the Three Times Communication and Twice Listening Communicative Teaching Model based on the Conversational Material and the extending listening resources can increase the children's communicative competence efficiently.This model equipped with operability and reality significance has applicable value in the national primary English curriculum reform in the circumstance of the information technology.
