A survey report of UNESCO pointed out: both developed and developing countries have the problem that the development of education lag behind the reality needs, especially in third world countries. Therefore, improving study becomes a global mandate. The rapidly development of the technologies of computer, networking and communications have become an important power to innovate learning mode. It is really a fact that information technology did enhance the the learning efficiency. And the more important thing is that information technology not only change how we think about study, also affect the future of study.However, in the information age, what we concern is not only about the effect of the current, but also its sustainable development. Along with the development of networks, it has more and more influences on study, and at the same time we start to realize the its negative effect on learners. In this paper, we combine the method of theory and practice to study the root causes and the impact of this negative effect on learners. About theory study, sociology theory, philosophy, education theory, psychology theory and cost theory coexist. We have deeply studied the negative effect of network learning based on the theory of social contacts. About the empirical study, on one hand we have use the data of relevant study, on the other hand we make a survey include about 2000 teachers and students, and through analysis these data, we got rich and valuable argument materials. The teachers and students mainly come from Inner Mongolia Chifeng College teachers, Chifeng NO.2 high school and Chifeng NO.11 middle school.The mainly contents of this paper is as follows:First, Issues raised. Due to the special nature of information technology, it does certain advantages in the promotion of learning. But it seems that today learners enter a non-critical environment, the cost of network learning is not clearly understood.Second, Research methods and methodology. Sociological theory, philosophy, education theory, psychology theory and cost theory is the theoretical premise of this study. This paper has two basic viewpoints. One is network learning needs of social contacts, and the other is network learning networks has its negative effects.Third, The constraints of network learning's communication environment. Network learning has the feature of"not present", or it lack face-to-face contacts and its contacts symbols are simplistic. So learners'healthy personality, abilities of judgment and comprehension are largely affected.Fourth, The disorder of network ethic environment. The subjects in cyberspace communication are uncertain, and therefore network ethic environment appeared disorder. Learners in this environment are easy to lower the ethical demands of their own.Fifth, The limitations of Network Learning communications. Virtual communication environment can hide the identity of participants, and also can remove participants'obligations. There independent study has become study alone. The cultivation of competitive personality and the reliability and validity of learning evaluation have been lacked. Sixth, The negative effects of digital technology of Network learning. Along with the process of changing our environment, we are changing ourselves unconsciously. Learners are subjects in learning, and they have the characters of creativity and complex. But computer and Internet are changing these characters into simplistic and repeatability. Learners therefore become the objects of learning.Seventh, The strategies of control the cost of Network Learning. The value of network learning lies in the virtual environment, but the cost of network learning also lies there. We must adopt some strategies to lower the cost and to optimize network learning environment.Eighth, Conclusions. The alienation of technology and the lack of face-to-face communication result in the cost of network learning. Network learning can not be divorced from social requests and achieve its goals independently.The process of Network learning is actually the process of communication between learners, computer and Internet. Network Learning realize sharing of resources, equal dialogue, network interaction and virtual, but also meet the problem that because of the lack of face-to-face communication, learners'all-round development have been limited. Learners can use computers to assist learning, at the same time they bear the negative effects. The virtual Network learning changed people'communication methods, and hided subjects'identities. So the conflict of virtual role and reality role is in their way.A survey of "Education Weekly" United States pointed out: If computers are not used correctly, the objects of learning will be influenced. While American children computer curriculum experts Markovics said: "The advanced industrial countries such as the United States and Germany, the biggest mistake committed is that the computers have been used to substitute teachers. Until recently, they gradually understand that human beings are the best educational tools." We can not use the computer to" teach "Science, or to" teach "people. In this paper we use social communication theory to study the process of network learning, and emphasize the important meaning of people communication and the important meaning of teacher to children. The process of learning is the process of communication, which is the value of education. No theory can conclude that teachers can leave the education stage, and computers are the best teachers.The network provides a learning environment at the cost of face-to-face communication and learners incomplete development. Cost theory beblieved: All human behaviors can produce benefits for them, but it also made them pay the price. In network learning activities, learners get certain study value, but also have give up, pay or sacrifice some benefits. No price, on value, which has become the consensus and reasonable thinking. The implementation of Network learning needs cost-control strategy that is cost-restrictions strategy and the loss-control strategy.
