The People's Republic of China, as a socialist country with Chinese characteristics and through the wise leadership by three successive generations, has turned into a power of great economy and military strength. It has to be acknowledged that such leap progress should be attributed to the Communist Party. Nowadays, the research of the Party history has developed into a prosperous period in terms of subjects, research scope, and academic publications. Among such wide range of research interests as politics, economy, society, military affairs, diplomacy, ideology, culture, education, new monographs have appeared in large numbers. The establishment and improvement of China's study abroad system as one of the important educational systems is closely related to the development of China.The changes in human beings supplement and complement the changes in system, which makes up a panorama of history. With the shift in perspective, more findings may turn out. .In the study of history of study abroad, the aspect of study abroad system is of significance. In some sense, the modernization in Chinese education is in fact a process of making selective use of the western education system, in which the key point is how to integrate the East with the West. The students studying abroad not only adapt quickly to the changes in education modernization, but, as the products and dynamic elements of education exchange, also promote the growth of China's education modernization. The value of studying abroad can be summarized in the following:culture , economy, ideology, knowledge transmission, development, and talents training. The returned students not only provide service and contribution to the contact in education between east and west, but also support the establishing of socialist market. Taking Marxism, Mao Zedong thoughts and three represents theory as the guide, and applying the scientific outlook on development, as well as"social change"theory, this dissertation conducts a comprehensive research on the change of and the prospects for the China's study abroad system through literature review ,comparison and case studies.In the modern history of China, the system of study abroad was established in later Qing dynasty, when the western powers forced their way into China and Qing dynasty was forced to learn from them in order to save its ruling crisis. In accordance with China's history, the study abroad system started from nothing and has been improving since. Today, the study abroad has become part of Chinese daily life. There are two phases of development in terms of temporal sequence: the first period is from 1984 to 1949, and the second from 1949 to the present. When the study abroad system has been stabilized, it replaces the traditional imperial examination system in functions. The students studying abroad, therefore, make up the major force in disseminating the ideas of modern education of China and of the West.Since the reform and opening up, the thirty years progress in study abroad has brought about tremendous achievements, which has contributed greatly to turning out brilliant talents, technological innovation, globalization of higher education as well as social and economic development. The success is to a great extent due to the Deng Xiaoping's concept on China's study abroad system.The essential part of Deng's thought about study abroad system is: first, to strengthen the work of study abroad in order to cultivate talents more quickly; second, to be concerned about those returned students as well as those studying abroad, and bring their initiative into full play; third, to make long-term plans in carrying out the study abroad system.There may be some implications from Deng's thoughts. We should go further to liberate our mind and work hard to improve the quality in sending students abroad. We must conduct more careful study of disciplinary structure and take management in study abroad as human resources management. We should also reinforce the evaluation work on study abroad result. All in all, there would not be the great development and prosperity in this area without Deng's wise decision.The following are some tentative thinking and suggestions concerning China's study abroad system: 1) Clarifying the importance if change in study abroad system; 2) enhancing management of agencies in study abroad system; 3) solving the problem of"study abroad but never return"; 4) developing, utilizing, protecting and developing the system construction.Since the study abroad system has brought about to China new technology, experience, and culture, we should keep on sending students abroad in order to meet the needs of rejuvenating our nation through science and technology, further reform and educational innovation, and make more contribution to our country.
