The difficulty of college graduates'employment has gradually emerged since China's universities began to recruit more and more students in 1999. At present, full-blown financial crisis makes our country facing the most severe employment situation in 30 years. It has become a major social problems high concerned by the relevant departments that improving employment mechanism about graduates. With the development of the socialist market economic system in China, the configuration of human resources has become increasingly active. Under the influence of the "invisible hand", employment of college graduates in our country show the two trends: college graduates flow to the economic developed areas and college graduates flow to the region that the employment system more flexible. It can be foreseen that such a one-way flow will continue in a vicious cycle. On the one hand, the imbalance in regional development and industrial development, the gap between the enterprises and institutions formed the imbalance of the employment of college graduates'flow; On the other hand, the flow of college graduates further the imbalance of regional development and industrial structure, widening the gap between the enterprises, institutions and regional development. It shows that the counting on market unilateral regulating the structural contradictions about employment of college graduates is not realistic. No matter how perfect the market economy, the government and the market about the status in regulating socio-economic activities can not substitute for each other. Therefore, the dissertation studied the employment problem from the perspective of the regional absorption to graduates initiative in order to strengthen the regulating role of the regional government.China's higher education should continue to develop, China's number of college graduates will continue to grow. The idea that our country has a surplus of college graduates is clearly not correct, the employment expansion of college students causes the structural imbalance is a one-sided opinion. In fact, the structure of China's human capital compared with the developed countries, there is still a big gap. We will not reduce the number of college graduates of the College of thinking to solve the difficult problem of graduate employment.China is facing the reality of an increasing number of college graduates and college graduates in the employment structure of the situation of imbalance, whether all levels of government and the regional enterprises and institutions perform their initiative to attract college graduates will become the key point to solve the difficulty of graduates'employment. This dissertation used the idea of regional initiative absorption to solve the difficulty of college graduates'employment. The content is divided into eight chapters, each chapter are as follows:Chapter I Preface. The research questions are proposed from the theoretical background and practical point of view, the research significance, research purpose, research methods and technical route have been introduced in this part.Chapter II The research on status quo of regional initiative absorption of college graduates'initial employment. Through secondary data collection and carding the study on the status quo of the domestic and foreign college graduates'initial employment problem, the necessity and importance of studying initial employment of college graduates from the view of regional absorption have been further confirmed and elaborated.Chapter III The basic theory about the regional initiative absorption of college graduates. We analyzed and summarized talent function theory, talent need theory, government marketing theory and enterprise social responsibility theory, used rational analysis, logical reasoning and other methods, explored the theoretical basis about the regional initiative absorption of college graduates and revealed the theoretical foundation of regional initiative absorption.In addition, we defined a set of related concepts strictly in terms of the scope of this paper. They are the college graduates, the initial employment, regional initiative absorption, the main subject of the regional initiative absorption, the environmental background of regional initiative absorption and so on.Chapter IV The research on developing of human resources'value about the college graduates during initial employment. Though combination first-hand information and secondary data, we summed up the six stages about college graduates'developing of value of human resources: the phase of Thinking transition, the phase of value's development, the phase of value's preliminary showing, the phrase of value's growth, the phase of value's bottleneck and the phase of the value's of the fully apparent. We outlined developing curves of the value of human resources and analyzed factors impacted various stages.Chapter V The research on main organization's initiative of absorption during college graduates'initial employment. This dissertation used rational analysis methods to analyze the deep meaning and formation of the main subject's initiative of absorption. Using of questionnaires, expert interviews, group interviews and other methods, we analyzed and evaluated the factors which influenced the main organization's initiative of absorption during college graduates'initial employment. At last, we gave some fostering ways of main organization's initiative of absorption.Chapter VI The research on mechanism of initiative regional absorption during college graduates'initial employment. After the related paper analysis and rational analysis, we constructed and analyzed two model frameworks of mechanism of initiative regional absorption, one model's main subject is city government, the other model's main subject is enterprise and institution. According to the two different types of main subjects, we gave different ways to implement the initiative regional absorption. At last, we did some research on the calculating methods of the capacity of initiative regional absorption.Chapter VII The countermeasures and proposals about initiative regional absorption during college graduates'initial employment in Liaoning Province. Under the guidance of the mechanism, we analyzed the issue about initial employment of graduates in Liaoning Province and proposed the corresponding countermeasures and suggestions in terms of the issue based on earlier research results. At last, we did some capacity calculating work of initiative regional absorption in Liaoning Province.Chapter VIII Conclusion and outlook. We summarized the research conclusions of this dissertation, listed the innovation points, some deficiency and proposed the directions of future research.To sum up, the dissertation analyzed the graduates'employment issue from a new point of view of regional initiative absorption. The main conclusions are as follows:1. In accordance with the current realities of economic and social development and China's long-term development strategy, to address the initial employment of college graduates could not simply rely on the issue of market allocation, it is also necessary to rely on governments'appropriate intervention. Therefore, the best way is to strengthen the regional initiative to attract college graduates, promulgate positive initiative absorption plans and steps.2. In the initial employment of college graduates issue, the developing of human resources'value about the college graduates has distinct characteristics and six stages. In the early stages of this value developing process, college graduates'value can not be manifested, and when they will be able to enter the later stages, they will be able to demonstrate strong creativity. Based on these findings, city government, enterprises and institutions should establish a correct concept of human resources functions and the concept of social responsibility, it is necessary to take the initiative to recruit the initial employment of college graduates.3. The key point to solve the initial employment of college graduates issue is that whether the regional government, enterprises and institutions could implement their positive attitude of initiative absorption. The development of the positive attitude of initiative absorption depends on different kinds of factors such as inside groups'relations and background environment.4. In the system of the initiative absorption of initial employment of college graduates in the region, the initiative absorption actions of the province government, city governments, town governments, various enterprises and institutions play a major role. The effect of the initiative absorption depends on the relations between these main subjects and their development of initiative absorption. Only after considering the complex relations between the main subjects, college graduates and background environment can we find out the rule of the initiative absorption of initial employment of college graduates mechanism.5. The initiative absorption action of small and medium-sized city governments falls under the dual influence of impetus and encumbrance. The impetus comes from the higher-level governments'guidance and administrative pressure, also from their own learning and practice. The encumbrance comes from the inside conservative conception, organization structure and work technique. When the strength of impetus is stronger than encumbrance, the small and medium-sized city governments would be able to establish initiative absorption conception, organization structure and work technique.6. Another key point to solve the initial employment of college graduates issue is to develop the initiative absorption ability of small and medium-sized enterprise and institutions. Their initiative absorption action also falls under the dual influence of impetus and encumbrance. Some of the impetus comes from the governments'guidance; most of the impetus comes from their own self-conscious learning. The encumbrance comes from their inside conservative conception, organization structure and work technique.7. The concept of the capacity of initiative regional absorption is more comprehensive than the traditional concept of employment capacity. It contains not only the traditional employment amount, but also the achieved and potential initiative regional absorption amount.
