The Theoretical Study On The Management By The China Competitive Objective Of Olympic Games

Based on norm analysis and demonstration analysis,with the method of literature,expert interview,logical analysis,mathematical statistics and so on,this paper tries to do systemic theory studies about the objective establishment of Chinese Summer Olympic Games' participation,the process of realization and the layout of Olympic programs from the perspective of objective management and resource distribution.Meanwhile,from learning the successful experiences and operation mode of world powerful nations in athletics sports,this paper gives some suggestions about the establishment of basic theory frame as well as the general operating procedure in order to provide useful reference and help for the preparation of our country's Olympic Games. The main conclusions are as follows:The participation objectives of Olympic Games are composed by objective content and achieved standard.The participation objective management is divided into three basic processes,namely the establishment of objective system,the implementation of participation objective and the estimation of participation results.The Olympic Game's participation objective system is composed of general objective,main objective of program and program objective.It is appropriate to adopt two-way communication procedure to establish the Olympic Game's participation objective system,which includes the establishment of general objective and reification of general objective.When Olympic Games' participation objective is establish,many factors should be considered,including the degree of party's and nation's attention,nation's sport system,nation's economy, nation's sport long-term programming and development stratagem,the development situation of world athletic sport,the predominance of hosting country,the strength of our country,world consensus and the civil expectation etc. The main measurements of Olympic Game's participation objective implementation includes to optimize organization framework,strengthen two-way communication,nail down responsibilities and rights,actualize appropriate authorization,build up service consciousness,provide complete guarantee,intensify self-management,inspire underling potential and increase the degree of supervision and inspection,improve the validity of objective implementation and so on.The estimation of Olympic Game's participation results compose self-estimation, superiors' estimation and experts' estimation,which are based on athletic results,work ability and work attitude.The program has two meanings,one is to do gradation for sport programs,and another is to layout programs.At present,our nation's Olympic program layout exists such main problems:the gradation of key programs put more emphasis on sport results and ignore the development potentials,the policy and fund of some Olympic key programs have not been carried out well,the inner layout of some programs has not been paid enough attention and programs' framework is not quite reasonable, there is little contact between key layout units,so they have not formed cooperation situation,which can share resources.The layout of Olympic program mainly depends on the participation objective of Olympic Games,the development stratagem of athletic sport, the characteristics of sport program,the position predominance of layout unit and the self-predominance of it,etc.The main stratagem countermeasures are to implement graduation layout,extend space area of program layout which induct more provinces and cities to participate in the development of program,expand the realm of layout that form a new situation which sport,education and other systems in society can assume together,found a cooperative alliance, enlarge the scale of athletes' communication to make up the disadvantage of program layout and so on.
