Mass sports will be nothing without broad participation of the masses in China.Only through people's broad participation in various sports will finally the purpose of mass sports be achieved.In the course of drastic changes in social environment,such as harmony-building,social structural transformation and economy transition,and on the complicated background of deepening in physical education reform,of increasing development of mass sports,and of competitive football against the backdrop of difficulties,football,as one of advantages projects of mass sports,is not only faced with development opportunities and challenges now,but there are also problems and contradictions in its development.To promote the development of mass football,of football project, and of National Fitness,and to fulfill its role in raising the life quality of people and building a harmonious society,the study,with football participation as a breakthrough point and with the key football cities as cases,systematically analyzes football development of the urban masses in China and explores its basic theory,through the use of literature,field,questionnaires,interviews and case investigation and mathematical statistics,etc.In this study,the main points are as follows:Firstly,the mass football means an activity of social practice,in which the masses can spend spare time playing football,with football as a primary means of sport and with the primary purpose of meeting the demands in football,in fitness recreation,and in cultural life.In the mass football,the participants are mainly male-dominated and the participants focus on satisfying the needs of personalized features.The mass football can meet the nature needs of the people and have the social function to develop the nature of the people.The mass football has the purpose of promoting comprehensive free development of human and of promoting the development of football project.The current development of mass football should follow the principles of being people-centered, minimizing competitive and utilitarianism. Secondly,the development of the urban masses in China can be divided into five development stages:the starting development stage from the founding of the Republic of China,the tortuous development stage during the period of socialist construction,the abnormal development stage of the "Cultural Revolution",the recovery rapid development stage during the period of the initial reform,and the exploration development stage during the period of market economy reform.Thirdly,the development of society,politics,economy and culture has created a social atmosphere for the football development in the social environment layer;the development trends of mass sport has provided opportunities and challenges for the football development in the sport system environment layer;on the basis of football project development phase characteristics,the solid foundation for mass football should actively be built in the mass football core development layer.At present, new growth points appear,and at the same time many problems also exist in the course of football development.Fourthly,the impact of urban masses' football development in China can be summarized to three levels,namely,social environment layer factors,sports system environment factors,the mass football core level factors and their various sub-factors.Fifthly,almost all of the football developed countries have done well in popularizing the project of football.There are wide gaps between the very countries and China in management systems,the quality of the enthusiasts,and social organizations etc;therefore,we should do our best to promote football development with the help of all related personnel,units,groups,and so on.Lastly,the football development strategies for China's urban masses are as follows:to deepen understanding of the masse football development, to clarify the functions of the administrative departments,to strengthen the construction of the football associations and the construction of the grass-roots football network organizations,to promote community-based,club and industrial development of the mass football, and to strengthen sports insurance development,and so on.
