China as a catching-up modernization oriented nation is going through the society transformation that means not only policy evolving but also drastic changing in administrative institutions. Based on the theoretical presuppositions that superior institutional frameworks are indispensable for well-governing policies outcome, the paper proposed the concept that institution perspective based higher education policy evaluation that chooses the evaluation of facts outcome and value orientation of the policy as a cut-in point to explore the relation between policy process and institutions. The ultimate goal of the valuation is not only to impove a particular policy but search a way towards systemic progress.The paper made a summary about the power concentrating and decentralizing process in P.R.C after a general discuss about power emergence and evolvment in human being's long history. Then the author found that the power logic of higher education system is a two layer structure that consists of the philosophy layer and the operation layer. The philosophy layer founds upon the idea that the higher education authority affiliated to state power. In China, this idea has cherished by the people during a long history and intensified after the foundation of P.R.C. 1978 wittnessed the reform and open up put economic development as the supreme nationsl object. As a natural continuation serve economic development has become the most legitimate discourse in higher education. In operation layer information transmitting mechanism supplied sustainment of power implementation. In fact there are intrinsic information asymmetries between bureaucratic administrative organizations'higher departments and lower departments. But as soon as social actors participate in policy process, the usual information transmitting path might be altered and power transforming might occur.During the cross-sectional analysis of higher education system, the paper identified four class key participators they are governments, universites, employers in market and individual. According to particular actors'interest demands in higher education five key sub-systems was screened out that are prompting system in government, university president appointment system, fund appropriate system, higher education opportunity distribution system and social service supplying systems. Chinese currentt higher education system originate from planed system in which government is an omnipotent actor, so the paper selected the promoting system in governments to analysis the coupling relations among all key subsystem by two level game model. The conclusion is that government officers keep promoting system in dominating position by pursuiting nominal administrative performance, building coalitions for promoting achievements, controlling resource allocation. In this way they conduct the promting pressure to other actors. Governmental officers take advantage of their position in core systems to maximize political benefit in prompting competitions. These subsystems provide a room for all actors to form and implement policies. In it whether a society agenda could ascent to a policy depend on its valute in political benefit gaining. For other actors, they achieve their objects in policy process depend on the level they could influence officers'administrative performance.Based above research the paper proposed the verification-restitution framework for higher education policy evaluation. The verification level of the framework was composed of factual verification and normative verification. Factual verification will answer what impacts the poicy have brought to individuals, groups and society and whether these impacts are related with the social context. Normative verification will check the value orientation embedded in the policy whether consistent with the positive social value in the policy. When the two verifications finished a matrix was employed to assemble verifying results to a simple conclusion about policy impacts. The restitution level of the frame work mainly explores the interaction between policy process and institution based on weak reductionism. Then three evaluation models were proposed such as the policy formation evaluation model, the constructive evaluation model of policy goal system and the implementation efficiency evaluation model. Thereafter the author undertook evaluated selective key university enforcement policy in higher education with the verification-restitution framework.Lastly the paper made a discussion about the transformation of higher education institution from the perspective of well-governed policies continuously producing. Then an obvious paradox was found in Chinese administrative institution transformation that the reform was launched by an omnipotent government and it will end with the formation of a limited government. The author explored the feasible path with game theory and found that cultivating civil society is an effective way to advance the reform become irreversible.
