In recent years,civilian-run higher education career in our country develops rapidly. It becomes the significant component of higher education system. Also,it plays an important role in achieving the popular purpose of higher education in our country. However, in the developmental process of civilian-run higher learning institution, there are still many factors that hinder its development,and equal access to education of private higher education policy is one of them.With the promulgation and implementation of Civilian-run Education Promotion Law and Enforcement Regulations of Civilian-run Education Promotion Law,based on the legal layer,the government has rendered an equal legal status to civilian-run higher learning institution.However,in practical operation,the policy of Private higher education still confront with many problems of equal access to education. Compared with public higher learning institutions,theyare still treated with difference,which influences the healthy development of civilian-run higher learning institution greatly and deviates from the original meaning of equal access to education.Based on such kind of background,the thesis adopts document retrieval and analysis method, data parallelism research method, survey research method and comparative study method. It surveys and analyzes the current situation and reasons of educational policy made by private higher education in Guangdong province based on the perspective of equal access to education. The major problem existed in the private higher education policy is found. Through the research and summary of previous equal access to education of private and state-run higher learning institutions as well as the educational policy of private higher education, with the reference of foreign advanced developmental experience, it puts forward the countermeasures of the development of cvilian-run higher learning institutions aiming at promoting the policy in our country. It is in order to put forward constructive suggestions on the formulation and implementation of the educational policy of domestic private higher education,strengthen the responsibility of the government,and create Equal environment of policy for the development of civilian-run higher learning institution.The thesis is divided into five parts. The first part is introduction,and it primarily focuses on the research significance of the selected topic And literature review. The second part summarizes the concept of equal access and equal access to education, civilian-run higher learning institution, public policy, education policy and the policy of private higher education .The third part discusses the problem of private higher education policy and the reasons from the perspective of equal access to education in Guangdong Province as an example. The fourth part is the experience and reference of the application of policy with equal access to education in the developmental process of domestic and foreign civilian-run higher learning institution. The fifth part is the countermeasures of the development of cvilian-run higher learning institutions aiming at promoting the policy in our country.
