Great achievements of Chinese economic system reform bring forth both opportunities and challenges to Chinese higher education. In response to political development, economic development, social development and globalization, institution of higher education have achieved a qualitative leap for their orientation. However, compared with the development in economy, the pace of system reform in education is relatively lagged. For this purpose, it is necessary to study the evaluation of institution of higher education in such a way that contributions made by them in education, scientific research and social services can be measured correctly, in particular on whether they develop in a harmonious, ordered and sound manner during social value-added process. This will help them find out the development goal and orient themselves correctly, also solve the inconsistent structural contradiction between Chinese schools development and social demand.In this paper we firstly analyze the functions of institution of higher education from the systematic perspective, and according to their functions, set their System Constitution as three subsystems, namely talent development, scientific research and social service. Accordingly, systematic characters such as complexity, openness and non-linear are described. We define social value and social value-added (shortly called SVA) of institution of higher education by studying the evolutional process of their functions, and utilizes synergetics theory, self-organization theory and EVA theory as the theoretical basis for the analysis social value-added mechanism and value evaluation, and establishes a systemic analysis framework. In combination with the meaning, standard and methods of the classification of institution of higher education, we classify institution of higher education as research, teaching-research and teaching-oriented universities, and determine the weight of different types of institution of higher education in three subsystems such as talent cultivation, scientific research and social service by respectively studying systematic synergetic characteristics of various universities. Drawing lessons from the research paradigm of EVA theory, we put forward basic thoughts of SVA synergetic measurement in institution of higher education, that is to say, evaluate institution of higher education from the social perspective and the value of various actions made by institution of higher education depends on their contributions to the society. Also, measuring SVA by degree of system synergetics in institution of higher education is proposed. We also analyze the characteristics of sequential parameter in institution of higher education, and determine the sequential parameter in a qualitative solution manger by using Schematic Diagram based sequential parameter. Synergetic evaluation measurement model is constructed based on the principle of science, practicability, data accessibility and the methods according to synergetics. Typical universities are respectively selected according to Research University, teaching- research University and teaching-oriented University. And the data sampled from these three universities from 2001 to 2007 is applied to SVA synergetic evaluation measurement model in institution of higher education. We separately analyze and compare all-around and ordered trends of various institution of higher education, and give rational explanation to development path of institution of higher education of different types. At the end of this paper, social value-added process of three subsystems, i.e. talent cultivation, scientific research and social service, resolve into the product due to four driving factors of collaboration, innovation, control and competition; in combination with the characters of Chinese institution of higher education, we come up with the strategy of improving various subsystem SVA.This paper studies Chinese institution of higher education from the systematic view, and put forward SVA evaluation standard from the perspective of social value that is quantized in accordance with synergetic evaluation measurement model. According to the results, we put forward macro and micro social value-added strategy of Chinese institution of higher education by using Value-Creating-Integration Mode, which provides approach and path for development in Chinese institution of higher education and reform in higher education system.
