China’s higher vocational education,which started in the late 1970 s,has undergone more than 40 years of development and has achieved a leap-forward transformation from preliminary development to high-quality development.In this process,higher vocational education has become increasingly closely related to the economy and society,and its role in the economy and society has become more and more important.The current domestic economic development has entered a new stage,and the adjustment and upgrading of the economic and industrial structure has seen a surge in demand for high-tech talents;at the same time,domestic veterans,migrant workers,and laid-off workers are facing increasing employment pressures for those who lack employment skills.In the face of the shortage of high-skilled talents and unabated employment pressure,higher vocational education should play a more prominent role.Higher vocational education must play a more important role in economic and social development and provide high-quality talents that the society urgently needs.It is inseparable from national policy guidance and support.Higher vocational education policy not only highlights the unique characteristics of the times in the development of higher vocational education in my country,but also reflects the changing trend of higher vocational education;it not only determines whether higher vocational education can develop well,but also relates to whether higher vocational education can provide economic development.The high-quality talents needed.Therefore,it is of great significance to study the evolution of higher vocational education policies.What kind of evolutionary trajectory has the higher vocational education policy revealed in the course of more than 40 years? Which factors are the key factors in the phased policy changes? How to improve policy formulation?Based on these issues,on the basis of discontinuous equilibrium theory,the policy process of higher vocational education in my country is divided into four stages:exploratory development period,extended development period,connotative development period,and one million enrollment period.Looking back on the evolution of higher vocational education policy,through theoretical verification,it is found that the evolution of higher vocational education policy presents the characteristics of“equilibrium-intermittent-equilibrium-intermittent-equilibrium-intermittentequilibrium”.Among them,the change in the overall policy objective is mainly due to the influence of the policy environment,which causes the policy image to change into a negative policy image,and the catalytic effect of the positive feedback mechanism promotes policy issues into the policy agenda;with the addition of new actors,monopoly policies The field collapsed,the open policy field appeared,the policy changed intermittently,and the overall policy goal changed.In the process of applying the discontinuous equilibrium theory to the policy analysis of higher vocational education,it is found that the discontinuous equilibrium theory has limitations in policy analysis,so the discontinuous equilibrium theory is debugged in China.Finally,from the three perspectives of policy formulation,policy implementation and policy feedback evaluation,suggestions for the improvement of higher vocational education policies are put forward.The introduction of higher vocational education policies should be based on reality and multi-subject participation in decision-making to achieve scientific and democratic decision-making;avoid policy suspension and improve policy execution.
