Chinese Language is a basic subject and functions as an important tool. It is the basis not only for learning other subjects, but also for the all-round and lifelong development of students. In the whole process of language education, evaluation is an important aspect. It plays a significant role in the academic evaluation and orientation and teaching quality inspection. When carrying out reform pilots in the language examination, Ministry of Education explicitly proposed that we should "focus on testing students' skills in reading and writing" and that "to break the stereotype of test development and improve the level and quality of the test is the core of this reform", which embodied the transition from the "conception of knowledge" to the "conception of ability" and thus established the guideline of Chinese language test for junior secondary school. However, there is a misunderstanding in the current Chinese language test for junior secondary schools, that is, attaching importance to knowledge evaluation whereas looking down upon ability evaluation, which did not really reflect the "tool" essence of the subject of Chinese language. This study, taking reform in Chinese language test of senior high school entrance examination as its main clue, by reviewing the useful attempts and shortcomings in Chinese language test reform in recent years, put forward the following observations: (1) The theory of the development of language communicative competence should be applied in the Chinese language test development for junior secondary school; (2) Chinese language education should pay attention to language skills rather than knowledge; (3) The language competence test can only evaluate the examinees' language communicative ability, but not their memory capacity of grammatical knowledge; (4) The language competence test should be used to measure language communicative ability rather than memory capacity of grammatical knowledge; (5) The goal of Chinese language education in junior secondary school should be proper language users rather than writers; (6) The basic requirement for Chinese language writing teaching in junior secondary school is "fluency" instead of "insight". Based on these ideas, we developed a set of sample test paper of Chinese Language test for junior secondary school and did empirical research on it. The result showed on the whole that the statistical indicators of this sample paper were reasonable, which can basically test the examinees' language communicative ability.
