The Standards-based instruction is a new research area, with its focus upon developing teacher's Standards-based instruction ideas and abilities. This paper will discuss three basic questions in detail within the context of the reform of Chinese fundamental education curriculum. The three questions are:what is Standards-based instruction mean, what are the process and method of Standards-based instruction, and how to implement Standards-based in information technology course. After answering the three above questions by means of historical studies, survey research and case studies, this research continues to raise the following propositions and conclusions.Facts and theory analysis all confirm that teachers who better understand the idea of the curriculum standards can better implement curriculum standards. An investigation about curriculum standards finds the teachers have met more difficulty to understand and implement standards. The survey has shown the curriculum standards have not been followed by schools and districts, and the teachers couldn't have enough ability to implement curriculum standards. With this understanding, we set out to create a common vision of Standards-based instruction, to develop model, tools and materials to help teachers more effectively implement Standards-based practices.On the basis of survey research and theoretical analysis, this paper constructs the framework for a Standards-based instruction cycle. It is a framework which recommends a sequence of three steps to be used in a Standards-based process of designing. Step one in the Standards-based process is a comprehensive analysis of each relevant standard, and to establish learning objectives. After the analysis of standards, Step two is the selection of an assessment task which will help teachers to consider how students use the knowledge and skills implied in the standards. Step three is the arrangement of instruction activity that will assist all students in performing successfully on the assessment task. Following this cycle, when the teacher develops a Standard-based lesson plan, thinking must be driven by the curriculum standards. To improve the teachers'knowledge of standards-based instruction, we develop Standard-based instruction case studies. We select two instruction cases according to Shanghai information technology curricula-standards. One is information exploring online, the other is using application software to solve a real-problem. Through these instruction cases, teachers can better understand curriculum standards and develop Standards-based teaching ability.
