In the economic context of globalization and knowledge economy. Quality of higher education is the key point of the higher education reform and development to each country. Quality assurance of higher education becomes an important international issue in the field of higher education research. In view of the similarity in education management system between France and China and the external quality assurance of higher education in French features, this study takes the developmental history of French higher education quality assurance as the research object, and regards the protective measures of French government as the entry point, accordingly makes an analysis on French higher education quality assurance's development process and its historical experience as well as enlightenment in a comprehensive and historical horizon.From a historical perspective, based on the appropriate security measures taken by the Government, quality assurance of higher education in France has gone through three stages:The first period from 1980s to 1997, which is the establishment stage of French higher education quality assurance. Mass higher education made quality assurance necessary. Through decentralization, French government stimulated the internal vitality of higher education and also strengthened the management of higher education quality by means of creating evaluation agencies. Meanwhile, French government gave impetus to localization and equalization of its higher education. At the same time, innovation of institutions was promoted in enrollment system, curriculum, teaching organization and so on, so as to provide material, financial and institutional protection for a balanced development between quantity and quality in a large-number-student level.From 1998 to 2005 is the second developmental stage of French higher education quality assurance. In the context of Bologna Process, considering its decline in the number of international students and less competitive conditions in internationalization of higher education, French government took the internationalization of Higher Education as an external driving force, set up the"358" three-tier degree system which harmonious with international standards and other European countries and created a corresponding degree supervising Committee at all levels to ensure the quality of the new degree. French government also promoted scientific research system, strengthened the Paris-region-focused modernization of laboratories and libraries, improved working and living conditions for teachers and students to enhance the international attractiveness of higher education. Degree system reform and evolution of assess methodologies also made facilitation in the changes of French higher education system, personnel training system and the realization of educational equity and effectiveness as well.Since 2006 French higher education quality assurance has stepped into another-set-sail stage. Through the University's reform in autonomy and responsibility, French Government introduced performance evaluation, created a new evaluation agency to strengthen internal governance and self-discipline in higher education institutions. Meanwhile, the Government paid more attention to the work performance of university teachers and researchers, and carried out international cooperation in quality evaluation actively.In this study, on the analysis of a large number of first-hand materials, the analytical history-research framework of the governmental protection in the higher education quality assurance has been made. On the government level, A panoramic view of the historical analysis and review has been presented, as well as the objective analysis on the role of government, in order to guarantee the quality of Chinese higher education building and to promote the development in theory and practice in Chinese higher education quality assurance.
