Responsibility Of Government Research, Higher Education Quality Assurance System

The quality of higher education is the eternal theme of development of higher education. With the popularization of higher education to achieve smoothly, the quality problem has become increasingly prominent, restricting the development of higher education in our country. The concept of quality assurance of higher education enters people's field of vision along with the implementation of the popularization of higher education. This paper is under the framework of higher education quality assurance system, using two methods of document and comparative analysis, which focused on analysis of the governmental responsibility and based interrelated theories of economics and executive management. The author commented the governmental responsibility in Higher Education Quality Assurance System at home and abroad, and then pointed out problems of our government which arising from the exercise of power and proposed reshaping the responsibility of our government further. In the view of the author, the focal point of reshaping the governmental responsibility lies in the transformation of function, the transfer of authority, the undertaking of responsibility and the adjusting manner of responsibility function. I hope this paper can promote government fulfilling responsibility effectively, provide some help for relevant research, and therefore serve to construct our country's higher education quality assurance system.
