With the improvement of higher education be a common pursuit of the world, theconstruction of quality assurance system in higher education has become an important trendin the reform and development of higher education in today’s world. With the rapid expansionof the scale of higher education, the quality of higher education is increasingly becoming thefocus of quality problems and difficult issues of community concern. The Minister ofEducation of China, Yuan Guiren, noted the higher education reform and the model ofeducation management as a key future area of education reform, to improve the quality ofhigher education and stimulate the vitality of higher education.Western countries, such as Britain, Japan, France, Germany and other countries in thedevelopment countries in higher education, have established quality assurance systems whichare suited to their national conditions and the situations of higher education, while thepopularization of higher education is becoming an irreversible trend to all over the world.And the quality assurance systems have played an important role in the rapid development ofhigher education. Currently, there exist three main models of quality assurance system inhigher education area all over the world: the United Kingdom, Australia, as the representativeof the British model; in the United States, Japan, as the representative of the American model;in France, the Netherlands, represented by continental European model.This paper first reviews the theory of higher quality and higher education qualityassurance. Secondly, through the analysis of a large number of research and data, takingBritain, Japan, France, Germany and other countries as examples, which are the representativeof the evolution of higher education quality assurance systems, we had studied both internaland external quality assurance in higher education, also introduced the historical process ofthe quality assurance systems of each country in higher education in detail. Finally, take theactual situation of Chinese higher education into account, put forward specific proposals forour quality assurance of higher education in the new situation.
