Association is usually ignored in our social life, because of the long-term structure of "big government, small society". With the development of reform of policy and economic system, especially the social construction is brought up to consideration, the functions of the social organization will gradually emerge, and become an important issue to be recognized and studied. The paper selects the social transitioning period, it mainly stands for the period between the beginning of reform and open policy till now. The research focuses on the theory and practice of association functions through describing the historical process of association evolution. In the two major relationships between association-government and association-society, from micro perspective, the study reveals the present situation of the relationship between the government and the society. The paper is presented in six sections. (1) it summarizes the basic social background of association functions, mainly discusses the social characters, the causes of association development, process, scale and types of association. (2) elaborating the basic concepts and basic theories of the association functions. It discusses the concepts and characters of association, and its related concepts:government and market, and identify their interactive areas, bounderies of each concept, and possibilities of co-operation. The basic theories about association functions give enough support for the issues:the legality of association, the legality of governmental power, the accountability of power-right, governing society of government-social autonomous organizations, and so on. On the other hand, we have found out the foundation of solving reality issues and deepening the reform of administration system, structuring harmonious society and social construction. (3) constructing the basic ecological environment of association. From the two aspects, the external environment of association-government, association-society, and internal administration structure of association, it demonstrates the social relationships of association. On the basis of the discussions, we have discussed the ecological environment of the foreign association, and have pointed out the references for us, we have introduced the ecological environment of our country's association in detail. (4) analyzing the association functions, the main issues and reasons about the association functions in the transitioning period, in order to echo these analyses about the basic ecological environment of association, and help us to understand the challenges the associations are facing. The chapter four and five, reflect the relationship between the association structure and the association function, in the meantime, express the main approach of the research---structure-function approach. (5) suggesting the way to promote the association functions. It advocates building the co-operative partnership of the government-association led by government. We can improve the ecological environment of the associations, and cultivate the association functions. On one hand, reforming the administration system, opening up the space for the associations, promoting the core functions of our associations in society. On the other hand, continuously perfecting the governing structure of legal person, reinforcing the effective supervision on the association, fostering the association functions, settling the issues of the association functions, setting up the effective and healthy association, so that our associations can become a strong power to integrate our society, foster a cradle of the public spirits. The last session brings the conclusions:(1) It is possible and necessary to build the co-operative partnership of the association-government led by government; (2) These theories that guide and interpret the association functions need to be revised and recreated; (3) The ecological environment of the association in transitioning period needs to be improved; (4) The functions of the association are not enough, not strong, but have been functioning at certain level in the transitioning period; (5) Pointing out the supervisory system that is suitable for the association; (6) suggesting the direction of fostering the new association functions.
