Research On The Development Of Research Joint Venture From The Angle Of State Capacity

This thesis constructed an analytical framework for state capacity, which includes four levels from "cognition" to "reflection". Taking the framework as a macroscopical starting point, the thesis finally reached the microcosmic problem of RJV. RJV's developing modes in developed countries were compared and analyzed. China's developing status of RJV, its influencing factors and rationality were studied from the four levels of state capacity. Finally the thesis proposed a series of specific policy suggestions on RJV's development in China.The thesis consists of four main parts structurally:â… . The construction of a four-level framework for state capacity. A framework has been constructed, which includes "cognition" level, "decision-making" level, "realization" level and "reflection" level. State capacity is a kind of comprehensive capacity consisting of these four levels in this thesis;â…¡. Based on the above analytical framework, the thesis took a further step to research the relation between state capacity and enterprises, and the relation between the four levels of state capacity and RJV's development was later discussed;â…¢. International comparison of RJV's developing modes, whose aim is to analyze and compare the vital positive effects of these countries'state capacity on RJV's development;â…£. The thesis analyzed the developing status and characteristics of China's cooperative research activities and proposed, from the angle of state capacity, a series of policy suggestions on RJV's development in China.The main research approaches of this thesis include empirical analysis and normative analysis, institutional analysis and comparative analysis. Normative analysis was used to redefine the connotation of state capacity and empirical analysis was adopted to study RJV's development in China; Neoinstitutional economics'transaction cost theory and theory of institutional transformation were used to discuss the formation and institutional incentives of RJV; Comparative analysis was used to compare RJV's the economic performance and institutional modes in developed countries and China. The major innovative points of the thesis are as follows:First, from macroscopical level, the thesis provides a state's capability of promoting economic growth with new connotation. Second, RJV is a kind of joint venture for cooperative research, which differs from other incompact forms like technology alliance. The literature referring to cooperative research in China includes rare research on entity modes and most remain on macroscopical level. Detailed comparison and analysis of the modes and mechanism are limited. The thesis deeply studied the form of RJV and, based on the international experience and China's national situation and, studied the necessity and feasibility of the development of RJV in China.
