This paper systematically reviewed the related theory on recycling economy and industry clusters, and conducts a comparative analysis of the practice in and out of China. On this basis, it built an evaluation index system. It had been approved empirically by using co-integration test method that there is Granger causal relationship between industrial clusters and recycling economy and these two can evolve together, and then propose policies and measures to achieve recycling economy through industrial clusters. Next, the recycling economy development by developing industrial cluster in Yichang is took as an example, and the empirical analysis has shown that industrial clusters and recycling economy can achieve "win-win" for the future planning and practical work.Main conclusions are as follows:Subject to resource and environmental constraints, recycling economy in China is the only way to achieve economic and social sustainable development. It has proved that recycling economic paradigm can't only achieve the harmony among resources, environment and economy in developed countries, but also plays an important role in China. Although the development of recycling economy in China had made significant progress, there is still unsatisfied aspect. A broad space provided by industrial upgrading to recycling economy development is the precondition and foundation for a real low carbon economy.It analyzed the practice of industrial clusters and problems in China by constructing a measurement indicator of industrial clusters and using the 1990-2008 years panel data. The results showed that:the level of China's industrial cluster was more pronounced upward, but in recent years, there is a certain degree of adjustment.According to the co-integration test, there exits a co-integration relationship between industrial clusters and the recycling economy in China, and it is a long-term equilibrium relationship. Granger test showed that the degree of industrial cluster had a one-way causal relationship to the development of recycling economy. In order to improve the recycling economy development level, it is necessary to enhance the degree of industrial cluster as an important step. On this basis, the paper proposes the need for the development of recycling economy and the specific implementation through industrial clusters, and made a planning process of recycling economy and industrial cluster area.Based on detailed background, resources and environment analysis of the development of recycling economy industrial development zone in Yichang, it had proposed overall goals and milestones on the development of recycling economy. It took the pillar industry phosphorus chemical as an example, and proposed a chain planning concept on phosphorus chemical industry. Then took it as a core, and built new materials, electromechanical industry, bio-medicine and other key industries as the periphery of recycling economy industrial clusters so as to form a complete industrial development zone in Yichang recycling economy. At last it discussed about building support systems of laws, policies, organization, technology and education and other related field in a recycling economy industrial system.
