To enhance the comprehensive national strength, high-tech areas in the world engaged in a fierce competition, the ability of independent innovation has become the important means of world, countries and regions around world to promote economic development and enhance the competitiveness in recent years. In the national science and technology conference in January 2006, the State Council made the proposal for building an innovative country's strategic decision-making. President Hu Jintao (2006) stated:Whether developed or developing country, both take the science and technology human resources as strategic resources and core element to enhance the national competitiveness, and vigorously strengthen scientific and technological capacity building of human resources. In the current economic environment, the focus of competition is not a country with raw materials, labor resources and the number of these traditional elements, but depends on a number of national science and technology human resources and their effective utilization. In today's background, for the organization, how to motivate science and technology human resources to demonstrate innovative behavior become a hot research topic of great theoretical and practical value.This disseration first introduced the background, significance, research design and other basic issues, and proposed the research questions by case study. Then, the field of science and technology human resources, encouraging, the innovative behavior of existing theoretical research were systemically review, and the theoretical hypotheses were made to construct a mechanism of intrinsic motivation and innovative behavior. Next, the variables were defined, the measurement tools were chosen to develop questionnaires to collect the data, the integrated use of statistical regression analysis and other means to verify the hypotheses. Finally, this disseration summarized the results of the study, further discussed the study results by comparative case study approach, explored the theoretical significance of this study and the enlightenment of practice, the deficiencies of this study were summarized and future researches were discussed.This study took the mechanism of intrinsic motivation which affects science and technology human resources innovative behavior as the core question, the conclusions can be summarized as: First, through the systemically theory literature review, this study found that the intrinsic motivation and science and technology human resources innovative behavior were lack of theoretical research and empirical studies. Second, the intrinsic motivation was positive correlated with science and technology human resources innovative behavior, specifically, the higher the job autonomy, promotion expectations, level of supervisor support, person-organization fit on organizational value, the better science and technology human resources innovative behavior performance. Then, intrinsic motivation affects the science and technology human resources innovative behavior through job satisfaction and affective commitment. The various elements of intrinsic motivation affected science and technology human resources innovative behavior was not a direct way, job satisfaction and affective commitment as important mediators explained how they affected the intrinsic motivation. Finally, the job pressure and risk aversion were the important contextual factors to the mechanism of intrinsic motivation affected science and technology human resources innovative behavior, intrinsic motivation affect the innovative behavior was a very complex mechanism, besides considering the mediating effect, the different contextual factors should also be taken account of.The theoretical contribution of this study was systematically analyzed the relationship between the various factors of intrinsic motivation and science and technology human resources innovative behavior, revealed the inner mechanism of intrinsic motivation and science and technology human resources innovative behavior in depth, pointed out the contextual background of science and technology human resources innovative behavior, enriched the empirical study of science and technology human resources. From the management practices point of view, for the science and technology human resources in the enterprise, should develop appropriate measures different with general treatment from the perspective of intrinsic motivation; In the process of specific management measures development, should understand the mechanism of intrinsic motivation which affect the innovative behavior deeply, take consideration on job satisfaction and affective commitment of science and technology human resources; In the process of develop policies to improve science and technology human resources innovative behavior, we must fully consider the management contextual background-the job pressure and the risk aversion.
