With the economic development and social progress in China, the scientific and technological human resources(HRST)has become the core strength in engaging in scientific research, economic construction and so on.Their employment status and the regional flow are also paid much more concern. It is greatly singinfincant to grasp the flows characteristics of such human resources for the formulation of personnel policies and laws, science and technology policies.And which will improve the social innovation abilities absolutly.The issues are raised by literature review and preliminary investigation.After a systematic and fundamental analysis to the social system which related to the flow of regional human resources of science and technology, taking the current individual flowing decision of HRST as a starting point, and then study the Group formation and evolution of this kind of human resources. A conceptual model of individual decision-making process and group of evolution were constructed. And then relying on some scientific researches, the current flow issues of HRST in Western China is analyzed by a statistical way. The main factors which affect the HRST flows is gained in this region. A more in-depth study is carried out about the starting point of HRST which is the problem of graduates'employment, and some policy recommendations are given.In this paper, the flow of regional HRST is taken as topics, the article clearly put forward the relationship between the macro social effects and micro decision-making is the nature of the problem,and it proposes an analysis framework such as "Individual decision-making─groups formation and evolution─macroeconomic impact ". This analytical framework will have great reference value for other reseachers of many social issues.
