With more traditional primary energy use and larger greenhouse gas emissions, it is high time that worldwide placed great emphasis on low-carbon economy. Countries have to invest in the target area of renewable energy and develop their own renewable energy policy in order to alleviate the greenhouse effect and improve the environment quality. Our State government proposed the non-fossil energy share of total primary energy consumption would reach to 15% by 2020. To achieve this goal, we should strictly control growth of coal consumption and supply, enhance substantial development and increase supply capacity of nuclear power and renewable energy. However, due to technical and cost factors, renewable energy industry is still in infancy in China. It must start to develop and implement low-carbon development policies to realize low-carbon development of power industry. The main objectives of this paper are study of renewable energy development policies and emission reduction policy at home and abroad, exploring the interaction between them, and propose science development strategies and policy recommendations of renewable energy.First, the paper describes the background and development status of the world renewable energy use, and the necessity and progress for renewable energy development. Second, the paper illustrates the development and policy status of renewable energy, discusses the international successful experience of renewable energy development. Then, analyze the necessity of renewable energy development in China from the economic status, endowments of primary energy and renewable energy and national strategies, and sum up problems exist in the policy support system during renewable energy development.Third, policy research is introduced into the renewable energy electricity market, and we research the main assessment methods and policy decision-making of renewable energy policy. From the perspectives of the economic effects, energy conservation and environmental benefits and so on, renewable energy policy evaluation index system is built. Based on the types and characteristics of policy, the policy-making procedures and analysis methods are set up, and discussed the implementation of the policy measure and effect assessment.Fourth, renewable energy policy effectiveness evaluation model is established under the local equilibrium. Making the best of economic theory, the method assesses different policies which promote renewable energy development and emission reduction. Then, evaluate the performance of each policy from emission reductions, renewable energy generation, research and development, and social welfare. Finally, all the proposed methods are simulated practical example, and results show that this method is feasible.Fifth, this paper evaluate the quantity relationship between the renewable energy development policy and carbon emissions based on computable general equilibrium model under the general equilibrium theory. Through the scenarios design of renewable energy policy and emissions, the main parameters and results of scenarios are introduced. The required low-carbon scenarios development paths are explored for China, which was verified that renewable energy development path is one of the important energy saving.Sixth, renewable energy development strategies and policy recommendations are presented. In the first place, renewable energy development strategy is studied,then policy recommendations about renewable energy development in China are talked over from aspects of government support, economic incentives, technological innovation and R & D, industry support and education.Finally a systematic summary of the results of this study is presented, and some issues come up to further study.
