A Study On The Construction Of Province And Ministry Platform Of Industry-University-Research Institute In China

The strategic measures of enhancing independent innovation capability and building an innovative country requires intensive combination of science and technology(S&T) and economy. The construction of province and ministry platform of industry-university-research institute (PMPIUR) is a strategic innovation in the field of (S&T) management, and an important practice for government to promote the integrated development of regional science technology and economy, transform the government functions and construct the regional innovation system.As an effective carrier to allocate the scientific resources, PMPIUR is launched by central government and local governments, which can promote the cooperation of industry, university and research institute, realize the S&T development strategy of the nation, and improve regional S&T innovation capacity. It is also an indispensable part of regional S&T public service system.Discussed from different perspectives, PMPIUR can be regarded as S&T policy or a medium of recombination of information structrue to promote the industry, university and research institute cooperation. With the rapid development in practice, the essential characteristics of the PMPIUR which includes government guidance, province-ministry cooperation, intergration service and construction orientation have become more and more visible. Based on the organization form, organization structure and organization mangement, the platform can be divided into different models. The platform distribution has significant differences in geography and province. The comprehensive platform occupies a fairly large proportion. The ministries which participate to construct the platform include Ministry of Science and Technology, Ministry of Education, and Ministry of Agriculture and so on.The orgination and development of PMPIUR is an inevitable outcome of the analysis and grasp of the contradiction occurred in the progress of integrated development of regional science technology and economy. The main dynamic factors of the platform construction are the establishment of province and ministry cooperation framework, the competition and cooperation among local governments, the construction of regional technology public service system, and the requirement for cooperation among regional industry, university and research institute.The network design of the PMPIUR should analyze the relevant factors of local governments, estimate external environment of platform construction, determine strategic target, select network partner, and ascertain network type. In order to complete effective service delivery, the core work flow must be determined, which include identifying scientific innovation resources needs, collecting and filtering project sources, guaranteeing real-time docking, offering follow-up service. The governance tool of platform can be divided into voluntary tool, mixed tool and compulsory tool. In order to realize the policy goal of buliding a public service carrier of the regional S&T with resonable structure and orderly operation, an assemblage of many governance tools should be applied correctly.The favorable operating mechanism of PMPIUR should be the proper behavior relation and suitable institutional arrangement between correlated insterest subjects such as participated construction units, participants and so on. There are four operating mechanisms in all. The first is interaction and coordination mechanism, namely to obtain mutual understanding and coordination and then take action of co-operation to construct platform through coordination and interaction among governments of different levels, and governments and other subjects from industry, university and research institute cooperation. The seconed is coorperation and trust mechanism, namely to maintain coorperation trust through harmonizing value, confirm goal and perfect institution among collaborators. The third is resource intergration mechanism, namely to intergrate scientific resources efficiently through exerting the advantage of point of competition absorbing resource and have the intergration strategy considering national strategy and regional planning as a whole. The fourth is institution guarantee mechanism, namely to establish the decision-making participation institution, information mangement institution and integral linkage work institution.Perfecting countermeasures are provided. The supply model of multiple subjects must be constructed to realize reasonable division of labor and collaboration among government, market and the third sector. To harmonize the intergovernmental relations, the function of central government departments and provincial government shoud be defined exactly in the government organization structure system of the combination of upper and lower levels, and the provincial government should be proactive. The government's capacity of governing by network can be enhanced by integrating platform network effectively and cultivating mangement personnel governing by network. The balance score card model of public sector is used to implement strategic mangement of platform construction and evaluate the operational performance comprehensively.
