A Study On The Role Of Informationization In Promoting Industrialization

This dissertation mainly discusses the role of informationization in promoting industrialization. Firstly through discourse the relationship between informationization and industrialization, we believe that using informationization can stimulate industrialization. Promoting industrialization by informationization and integrating informationization and industrialization is the most essential feature of new industrialization. The degree of convergence between informationization and industrialization directly related to the progress of China's new industrialization development and success. Informationization lead the direction of the new industrialization, the pace of the industrialization process, if there is no informationization, industrialization pace of development will be affected.Subsequently, we discuss the channels of informationization promoting industrialization through the discussion of information industry transforming agriculture, industry and services, the basis theory of information technology and the role of information resources and information infrastructure. In the discussion of information industry transforming traditional industries, we found the information industry can increase labor productivity, and promote efficient allocation of agricultural resources and scientific manage the agricultural markets to promote agricultural informationization. Information industry can promote change in traditional industries throngh changing the traditional methods of industrial production, industrial enterprises mode of operation, and the organizational structure of the traditional manufacturing enterprises. It can also change the traditional energy industry through rebuilding the industrial structure and using information technology in the energy industry. Also information industry through its own development, and promote advanced services to improve services and change the quality of service. Then we highlighted the technology and human capital's role in economic growth and technological innovation on the role of industrialization through the discussion of endogenous growth theory and technological innovation theory. Finally, we analyzed the basic role of Information infrastructure in industrialization; we focusing on the special role of the network externalities of information infrastructure in the growth and industrialization through analyzing the role of infrastructure in the developing country's promoting strategy.Then we summarized and estimated Chinese informationization level by Chinese data, in detail, we have measured Chinese information development level and information industry's Capital stock. We found that in the period of "Eleventh Five-Year", except one of the information development level-information consume index declined slightly effected by financial crisis after 2008, other index in information development level are all increased. But information infrastructure index still low. We also found that the share of information industry capital stock of the total national capital stock is not high, but the the information industrycapital stock in the years 1991-2008 show a clear upward trend.Through the analyze of information input-output table, We found that in 1992-2002, China's industrial structure exist "soft trend", which was showed as the share of information industry in the national economy increased and the share of secondary industry declined. However, the whole Chinese information industry's transformation capacity still has very limited influence; the optimization role of information industry to industry structure is mainly reflected in the information industry's self-construction and development. The dependence of national economic to information technology are growing stronger and stronger.Then we investigate the contribution of information infrastructure to economic growth in China and analyze the contribution effect in different regions of China. Using Simultaneous Equations Model (SEM) with the macro-aggregate output equation and micro supply and demand model to control the endogenous of information infrastructure, we estimate the contribution of information infrastructure to economic growth with the proxy of information infrastructure being the length of long-distance optical cable lines per capita. The empirical study shows that information infrastructure has a significant influence on China's economic growth. When calculating the contribution of different provinces in China by compounded annual growth effect (CAGE), we found that the contribution is significant, but varies in different regions. In western provinces, the contribution is higher than the country average while it is lower in central provinces.After that, we reviews the process of institutional change of China's telecommunications industry, we found that to establish a fair and effective competition in the telecommunications industry, we must step up the telecommunications legal system,promote the establishment of independent regulatory bodies on the one hand, on the other hand we should consider the reform of telecommunications property rights.At last, we suggested that we should be more emphasis on the important role of the information industry, information technology and information infrastructure. On one hand, we should Increase investment in information infrastructure, on the other hand, we should increase the cultivation of human capital for information, focus on the absorption of information technology. Promote the development of information industry, really make good use of the channels of information technology promoting industrialization, finally achieve the New Industrialization Strategy of " informationization promote industrialization, industrialization Drive informationization ".
