| After the World Warâ…¡, with the rapid growth of population and accelerating industrialization, faced with severe ecological and environmental problems, a shortage of resources, greater quantity of pollution, frequently global climate change and bad weather, and seriously ecological imbalance, people's health and welfare have been severely affected, but also natural and social environment are threatened and destructed. Therefore, it's necessary to change the developmental model and promote the upgrading and transformation of economic structure. In the process of transition, we can't develop with high-energy consumption, high pollution and low efficiency, but to seek a coordinated and sustainable development of economics, society and environment with low power, low emission and high efficiency.According to news of the newspaper named Huaxi City on December 17th 2010, Zhengbei, deputy director of developmental and reform national commission in Sichuan, said that Regional Planning in Economic Zone between Chengdu and Chongqing has been approved by national developmental and reform national commission. According to preliminary planning, regional planning will cover 15 cities in Sichuan and 31 countries in Chongqing with a total area of 206,100 square kilometers, population of 98,407,000, and GDP of 1.58 trillion yuan. According to reports of People's Daily on March 1,2011, the principles of the regional planning program of Chengdu-Chongqing economic zone are discussed and adopted on the state council executive meeting chaired by the Premier director Wen Jiabao. It is an important gathering area of population, towns and industries with richly natural resources, the integrate transportation system and plentiful human resources. Thus, it plays a crucial and strategic position in the development of economics and society in China. Chengdu-Chongqing Economic Zone will become the fourth pole in the economic growth in China and become important forces to pull the development of economics and society in western China, narrow the differences of economics and society in regions. Old industrial bases in both Chengdu and Chongqing are not only a core part of the Chengdu-Chongqing Economic Zone, but also importantly old industrial bases in the western China for the crucial effect of its sustainable development. It is beneficial for the old industrial bases in Chengdu and Chongqing, it is beneficial for the development of society and economics in areas of minority in western China, decrease of gap between east and west, expansion of domestic demand and national stability and development, but also it is beneficial for promotion of human's quality and environmental protection in Chengdu-Chongqing and western areas of minorities.Based on the research background and research purposes and according to the theory of sustainable development and evaluation method, the author analyses the old-established industrial base in Chengdu and Chongqing after research and evaluation. The author starts his research from the current situation and some existing problems in the industrial bases. By taking advantage of the analytic hierarchy process, the author evaluates and analyses the situation of Sustainable development in this area on the basis of EES system. After doing this, he continues to analyses the development time differences of Chengdu and Chongqing by THEIL factor. By using GIS geographic information system, he conducts the spatial difference analysis and the distribution analysis of the industrial base. At last, the author establishes the developing mode of this area and optimizes the effect prediction through using a dynamic simulation of the old industrial base. He even points out some strategies based on the promotion of sustainable development.This paper is divided into seven parts. The introduction part is focus on the background of study, significance of domestic and international research trends, technical routes, methods and innovation of research. The origins and the process of formation of the old industrial bases in Chengdu and Chongqing are discussed from four aspects of economics, Politics, geography, culture and the current situation and problems of those bases are also analyzed to clear the connection and distinction of the rest Chengdu-Chongqing Economic Zone. The chapterâ…¡mainly discusses the space-time evaluation of sustainable development of the old industrial bases in Chengdu and Chongqing. Firstly, the author establishes index system of evaluation and analyzes the sustainable development of the old industrial base in Chengdu and Chongqing based on the analytic hierarchy process, evaluation and analysis under the EES system. And then analyzes and evaluates the difference of the internal and overall development of those bases through time by using the THEIL coefficient. In addition, the author makes a spatial data of the Chengdu and Chongqing areas by GIS geographic information system to analyze the spatial differences and spatial distribution of the old industrial bases, but also research their issues and causes. The chapterâ…¢is about the overall objective of sustainable development of the old industrial bases in Chengdu and Chongqing. Through the SWOT method, the author analyzes its feasibility and establishes the overall objectives and general framework. The Chapter IV mainly discusses the model of sustainable development of the old industrial bases in Chengdu and Chongqing. The author uses the evolution theory of industrial structure to make sure of the stage of development of the old industrial bases, to analyze the constraints and directions of industrial development, to determine patterns and spatial layout of industrial development. The chapter V is on path optimization of sustainable development of old industrial bases in Chengdu and Chongqing. Emulating the developmental trend by systematical dynamics is to optimize paths and predict its effects. The chapter VI mainly studies countermeasures of sustainable development of the old industrial bases in Chengdu and Chongqing, which includes improving Policy system and promoting industrial upgrading and industrial restructuring and so on.Through above analysis, the final conclusions of the study are mainly the coordination of the sustainable development of the old industrial bases in Chengdu and Chongqing is weak and should be improved. The inside and outside space discrepancies of the old industrial bases in Chengdu and Chongqing has appears different trends, that is, the discrepancy between Chengdu and Chongqing region and eastern region is narrowing, meanwhile, the internal discrepancies of Chengdu and Chongqing are widening. The development of old industrial bases in Chengdu and Chongqing is in the middle of industrialization and based on heavy industry, so the structure of the industry is irrational. Energy saving and reduction of pollution, the development of low-carbon economy, promotion of industrial restructuring and upgrading are future developing directions of the old industrial bases in Chengdu and Chongqing.
