Research On Sustainable Urban-rural Development Capacity And Policy In Western Sichuan Regions

With rapid economic development,the population and urban-rural size have been constantly increased.Due to the heavy burden of the resource and environment,the concept of sustainable development has been widely used in recent years.Although the urbanization rate of Sichuan province is 50.4% in 2017,the economic and urban-rural level of Western Sichuan is far below the average.Therefore,this paper establishes a novel evaluation indicator system of sustainable urban-rural development capacity in Western Sichuan regions.This system considers the geographical,environmental and religious factors,which is based on the comprehensive Population-Society-Economy-Environment concept.In order to solve the uncertainty,this paper proposes a new fuzzy AHP-DEA model.First,the model can determine the indicator weights by introducing the decision-makers' preference,building the fuzzy complementary judgement matrices,which is suitable to solve the group decisionmaking problems.Second,with the combination of the triangular hesitant fuzzy numbers and Data Envelopment Analysis(DEA),the model can compute the relative efficiency by considering a virtual Decision Making Unit(DMU).Last,a case in Aba prefecture was tested to validate the previous model.By use of the MATLAB software,the sustainable urban-rural development capacity can be assessed.The computational results indicate that the regions with strong and moderate sustainable development capacity focus more on economic development and environmental protection,while the areas with weak developing ability pay more attention to demographic urbanization.According to the analysis and discussion,this paper proposes some efficient development strategies for Western Sichuan and other similar regions from different perspectives of urban sub-systems.
