The Innovative Development Model Of Old Industrial Bases

21^st century is the epoch of knowledge economy. Innovation is regarded as the soul of knowledge economy. The importance of innovation has been recognized by more and more people. To establish and perfect regional innovation system can achieve regional innovation, optimize and upgrade the regional industrial structure, promote the regional economy development and form regional competitive advantage. In the meanwhile, to establish the highly efficient regional innovation system, under the strategy of implement of developing China by science & education and harmonizing regional economy development, is an important measure, for the domestic old industrial bases, to enhance their independent innovation capability and achieve regional economy spanning and sustainable development.With the guiding theory of regional economy unbalanced development, recycling economy and regional innovation system, this thesis analyses the suggestion from those theories, and concludes the experience of the renovation and development of European-America old industrial bases. Further more, by the system theory, this paper builds an innovative model of old industrial bases, and establishes "innovative regions" through setting up the systems of knowledge innovation, technological innovation, service innovation and institutional innovation. Taking the example of the old industrial base in Sifang District, Qingdao, the thesis also empirically studies some achievements as well as problems during the establishment of regional innovation system, and puts forward that its regional innovation system could be built by the means of such development models in which independent innovation plays a major role with the supplement of imitative innovation and associative innovation. Finally, the suggestion on how to implement innovative development model and establish "innovative regions" is formed.
