Various researches and theory studies have focused on the charismatic leadership during the past 20 years, which has been a new normal leading form. The main function of charismatic leadership is to help subordinates realize the significance of the work he is undertaking. By doing this, the subordinates' high-level desires are inspired, prompting them to work for the teams' interests rather than personal interests that will result in the distinguished work fruits beyond expectation. The reason why the charismatic leadership is useful to improve the task performance in departments is that charismatic leader is a model for the subordinates. He encourages the subordinates'work desires with vision, taking care of personnel needs, and enlightening the elaborative faculty. However, the existing researches about charismatic leadership paid more attention on individual performance and effectiveness, ignoring the influence mechanism of team and organization. This study combines the charismatic leadership theory with team theory, and seeks the influence of charismatic leadership on team performance in the team level. The goal of this study is to explain the influence "black box" of charismatic leadership to team performance. The organizational citizenship behavior (OCB) will be advanced in final. Team cohesion in the process of team interaction and OCB already become the effective variables to promote team performance. Therefore, it is of great significance to explore the law of team cohesion formation and the influence mechanism of charismatic leadership to team performance in the public organizations in both theoretical and practical fields.Objected by the team in the public organizations, this study first analyzes the influence mechanism of team cohesion and OCB to charismatic leadership and team performance in theoretical way, and then demonstrates it empirically. What is more, this paper proves the influence of environmental factors to team interaction process, such as government, citizens and so on. Given the conclusions drawn above, the strategies for strengthening team performance are put forward. The main innovations include the points as follows:(1) This study establishes the influence mechanism model of team cohesion and OCB to team performance. Based on the stimulation theory, psychological contract and contributor theory, this study founds the models for formation of team cohesion and OCB, and further founds the influence mechanism.(2) This study creates the influence model for the environmental factors on team interaction process. Based on the stakeholder theory, this study founds the influence model that contains the impact of government, citizens and intermediary to the team interaction process. The work mechanism is discussed and strategy tools are provided.(3) This study demonstrates the relationship among charismatic leadership, team cohesion, OCB and team performance. By on-the-spot interview and questionnaire, this study collected 222 available questionnaires from Zhengzhou, Wuhan, Changsha and other cities in midland China. Using SPSS 17.0 and AMOS 7.0, this study makes the factor analysis, reliability and validity analysis, and established the structural equation modeling, getting the conclusions as follows:1) The structure of charismatic leadership in public organizations contains leader charisma, inspiration, visionary motivation and morality model. Visionary motivation is the only one that has positive correlation with team performance.2) Charismatic leadership style has positive correlation with team performance.3) Team cohesion has intermediary effect to charismatic leadership style.4) Organizational citizenship behavior has intermediary effect to charismatic leadership style. 5) Team cohesion has intermediary effect to organizational citizenship behavior.(4) This study provides the management strategy for team performance improvement. Regarding the characteristic of public organization management, this study analyzes the improvement in external and internal way on account of intra-team interdependence theory. The leaders ethics, team cohesion, OCB and conflict management are significant elements to increase the co-operation and psychological contract among team members. In final, the corresponding management strategies on prompting team performance are proposed.
