A Research On Dynamic Mechanism Of Interregional Coordinative Development

Inter-regional Coordinative Development (short for ICD) is a hot research topic with both theoretical and practical significance. Though some intriguing results in this field have been achieved, further studies are still needed. Why we should promote ICD? This question has been neglected for a long time, so that we can not get a complete and thorough understanding on it. However, as a important theory problem, it is not only the logic foundation of "how to promote ICD", but also helpful to building up a logical connection between the question of "what is ICD" and the one "how to promote ICD". With the benefit analysis as mainline and using various methods comprehensively including literature study, concept comparison, model analysis, measurement analysis and case studies,this paper explores the dynamic mechanism of ICD systematically on the base of redefining the concept of ICD and analysing the behavior characteristics on benefit subject of ICD,in order to get a feasible explain for the question.The main conclusions of this paper are as follows:In namely, ICD is a process and a situation in which different regions are interconnected and codependent with the aim of getting the benefits for each area. Its essence is sharing the benefits among different regions. Benefit subject of ICD is the power source of promoting ICD. Enterprise is the microcosmic benefit subject of ICD, and local government is the medium one,while the central government is the macroscopic one. They constitute a tower shape structure of benefit subject. With the difference on behavior targets and ways, benefit subjects have different influence on ICD. Because the principal-agent relationship between any two benefit subject, whose benefit function are influenced by other benefit subject, a benefit relation network with association interactions takes shape, and then a intricate dynamic function system has been formed. The process and the situation of ICD is depended on the comprehensive effect of power from different benefit subject.According to the dynamic power whether is derived from regional system internally or externally,we can recognize the endogenous motivation and exogenous power of ICD. Among them, endogenous motivation comes from enterprise and local government that are in regional systems,while exogenous power is derived from central government. The mechanism of endogenous motivation relys on that a region's economic growth in an open economy system is associated with other surrounding areas' economic growth which imply results relevance of regional economic growth.Correspondingly, in the action way of products trade, flow of factors, technology diffusion, system transplantation, infrastructure space overflow the natural environment space overflow and so on,endogenous motivation can bring about a a pushing(or forbidding)effect on ICD. The mechanism of exdogenous motivation is that for the considersion of consolidating government legitimacy, performing government functions and adapting to the stage characteristic of regional economy development, central government has the motive power to promote ICD and regional policy, regional administrative management, interregional legislation, and regional development planning are the ways of central government to use.Actually, the change of process and situation of ICD is a comprehensive power results coming from endogenous motivation and exogenous power. As a common interest source for different benefit subject. ICD lays a coupling foundation between endogenous motivation and exogenous power. Make enterprise, local government and central government as starting points respectively, we can recognize three coupling ways:top-down, spread among and bottom-up. Because of the limited rationality of benefit subject, the residual between real track and ideal one which is so-called coupling residual is inevitable. Achieving a consensus of ICD and completing system implementation mechanism are important ways to reduce coupling residual.
