Study On The Evaluation And Analysis Of Uk's Forestry Policy And Reference

Public Policy evaluation, as a part of the formulation and development of public policy, has been widely accepted. At the Present, The whole policy evaluation on forestry in the world is still at early stage, at which there is no uniform theory or relative mature methods even Europe has conducted the kind of researches long time before. But practice and research have showed that the Forestry Policy Evaluation (FPE) could play an important role in the promotion of the forestry policy development. Using metaphor, if the forestry development is a ship sailing in the sea, forest policy is like the steering wheel, and FPE is just like a compass which can adjust the ship's director. During the very long time, Forestry government focused more on the policy formulation and implementation and less care about their consequences and implications..So Policy evaluation, as a very important link, should be integrated into whole process of forestry policy in China, especially againsting the climate change and approaching to low carbon development background.Forestry has been the subject of periodic evaluation in the UK. The first study was in 1972 (H. M. Treasury, 1972), My purpose on the study is to push the development of forestry policy evaluation in our country, learning from the UK's forestry practices and experiences about it .Basing on studying the research and practice of the forestry policy evaluaton.The article researched the theoretical system of evaluation of forestry policy in UK, including the theory,types,pricinples,methods and development trending of forestry policy in UK under the climate change and low carbon. Evaluation of UK forestry policy is based on government intervention, the theory of market failure and sustainable development formed the basis for its key theory. The practice results show the evaluation forestry policy in UK focused on the formal evaluation, external evaluation and integrated assessment, also a combination of appropriate informal assessment and single assessment, but the integrated evaluation is better effective than the single. Scientific objectivity, impartiality, effectiveness and combining with the integrated and single are major principles of evaluation of forestry policy, that the cost-benefit analysis is the key evaluation methods, taking into account other assessment method. Based the analysis of the case on the evaluation of England forestry policy from 1998, the article introduced the detailed process of integrated forestry evaluation, as well as providing the scientific basis and the advice to decision-making. Based on evaluations of forestry policy has been done in UK, The study pointed out several trends of the forestry policy in UK under climate change and low-carbon economy,eg.sustainable forest management is still the overarching goal of the UK forestry policy, climate change is already become the main content of the forest strategy and multi-functional forest is still the main objective of forestry policy in UK and so on.All of above show that, the FPE has played the important role in promoting the development of Forestry policy in UK.Basing on some value results on UK FPE from my researches, the paper has made the analysis on the China PFE and identified some of problems facing the China forestry policy, finally concluded some suggestions: (1) To put PFE as important step in the whole forest policy as early as possible;2)To establish long-term effective mechanism for China FPE; (3) To Integrate the existing forestry policies basing on the evaluation;(4)To promote the establish of China evaluation agency or organizations and other capacity building; (5) To establish China Forestry Policy evaluation system basing on details research;(6) To strengthen the role of the supervision and feedback on the China forestry policy implementation.The study have made some contributions: (1) The first research in China on the UK FPE including the theoretical system, types, principles, methods and future trends;(2) The first time to try to Deliver the definition of FPE as the reference to the development of China FPE; (3)The concrete Case study on UK FPE for providing the reference point for the China future FPE; (4) The Analysis on both the UK practice of FPE and the existing forestry policy problems in China, Some detailed suggestion have been proposed in my study, especially showing that it is very urgent to promote China FPE against the climate change and low-carbon economy.
