According to national defense science research, national defense industry plays a tremendous role in promoting national defense science and technology. National defense industry universities are important components of national defense science research forces, which are charged with the glorious mission of high-quality training for national defense technology industry expertise, to promote innovation and serve the community. National defense industry universities participate in national defense science research gradually and deeply, which have made important contributions to the development of national defense technology of China. In order to objectively and comprehensively understand, control and fully play the role of this part of science research forces, it is necessary to evoluate national defense industry universities scientifically and objectively, providing the basis for decision-making and science research trends for the national defense industry. The science research capability level of universities, which is the core capability of national defense industry, has become an important indicator to measure overall forces of national defense industry universities. It is essential to study, analyze and summarize science research capability of national defense industry correctly. In the ecosystem posed by national defense industry universities, that through their own capability of occupying, adapting and evolving to have a more favorable competitive position in national defense industry is closely related to the development status and speed of science research capability. In the high competitive information society, the modern philosophy"slow progress, namely backslide"has replaced the traditional philosophy"no progress, namely backslide". National defense industry universities should not only be focused on their own science research capability development status, but also be more concerned about the pace of science research capability development at the same time. Only through objectively evaluating and analyzing the status, the change speed and acceleration of science research capability, can we analyze the dynamic development trend of national defense industry universities comprehensively, and then better grasp their position in the ecosystem posed by themselves, which would continuously improve their science research capability and accelerate their development.At present, the evaluation of science research capability at home and abroad can be reviewed in two ways. In perspectives, it is focused on the input, output and efficiency of science research from the point input and output. In the methods, most are static evaluation which horizontal compares and analyzes university science research capability. However, as an important part of science research forces, national defense industry universities should focus more on capability development. From the dynamic point of view, that comprehensive surveys the status and change speed of science research capability of national defense industry universities is benefit for comprehensive grasping the situation of national defense industry science research capability. On the basis of the reference and a review of relevant literature at home and abord, this paper studies the component elements of national defense industry university science research capability from ecological niche perspective and dynamically evaluates the research capability from the dynamic development perspective.From the science research capability motivation of national defense industry universities, this paper analyzes the characteristics of the national defense industry science research and its components based on the niche theory. Through exploratory factor analysis, from ecological niche perspective, the science research capability components of national defense industry universities are defined on the purpose of exploring the essence of the survival, development, and competition of national defense industry universities in the ecosystem posed by themselves; also through confirmatory factor analysis, the factor loading of each component to the research ability is verified, which lays the foundation for the static evaluation framework of science research capability of national defense industry universities.The evaluation index system of science research capability of national defense industry universities is constructed from the view of the capability of occupying niche, the capability of adapting niche and the capability of evoluting niche. Combinated AHP with the subjective knowledge of experience and the entropy method with the objective data authenticity, the evaluation index weights are identified by subjective and objective weighting method; the static evaluation of science research capability of national defense industry universities is made by TOPSIS method; change speed and change acceleration measurement model of science research capability are constructed with the method of mathematics modeling, through which to analyze science research capability of national defense industry universities changes.Based on the static evaluation results, the change speed and change acceleration of science research capability of national defense industry universities, by integration of the status and the trend, it is carried out that the dynamic comprehensive evaluation of science research capability of national defense industry universities; by integration of the change speed status and the change speed trend of science research capability, it is carried out that the dynamic comprehensive evaluation of the change speed of science research capability of national defense industrial universities; based on the double excitation control line, it is carried out that the dynamic and comprehensive evaluation of science research capability of national defense industrial universities and its change speed. Above all, it is obtained that the overall evaluation of results of science research capablity and its change speed of national defense industry universities in consecutive years.According to studying the seven universities which directly belong to Ministry of Industry and Information Technology, it is applied to static evaluation model, change speed evaluation model, change acceleration evaluation model, dynamic comprehensive evaluation model (DCE) and dynamic comprehensive inspiriting evaluation model (DCIE) of science research capability and its change speed of national defense industry universities which are proposed in this paper. Through 61 last level indices and a total of 3843 basic data, it statically and comprehensive dynamicly evaluates the science research capability of these seven universities in continuous 9 years. Based on the analysis of these evaluation results, it proposes promotion strategies of national defense industry universities to enhance science research capability from the capability of occupying niche, the capability of adapting niche and the capability of evolving niche separately.
