Evaluation Research On Science And Technology Security Of National Defense Industry

As a national strategic industry,national defense industry is of great significance to the military construction,the science and technology advancement,and the society development.At present,China's national defense industry mainly includes seven major industrial fields:electronics industry,aviation industry,aerospace industry,ship industry,nuclear energy industry,weapons industry,and quartermaster industry.With the steady develop progress of the Civil-Military Integration,there are about 80%~85% national defense science and technology have dual purpose attribute of civil and military.The deepen of Civil-Military Integration makes some new safety problems visible,while traditional problems such as technical level backwardness,low conversion rate of scientific and technological achievements and slow speed of theoretical innovation should also not be ignored.To response the traditional and non-traditional security problems under the new situations of Civil-Military Integration,this paper mainly studied the security problems of national defense industry following the logic of “Put forward problems? analyze problems? solve problems”.At first,we defined the related concepts of science and technology security and national defense industry security,and differentiated the subjects,objects,targets and reference frame of national defense industry security to clear the object of this study,and analyzed the occurrence,present situation and the existing problems of national defense industry safety.Then,discriminated and verified the influencing factors of national defense industry by using the structural equation theory and model through the process of confirming and defining variables,designing measurement scales,putting forward basic hypothesizes,collecting and examining the data,and verifying hypothesizes.Further,we established the evaluation index system and compute its weight based on the study fruit of influencing factors of national defense industry security;using the modified combination weight method,we evaluated the safety of the seven industrial fields of national defense industry combined with the estate situation;and sequencing the safety of the seven industrial fields by using the Topsis method.Finally,combined with the results and conclusions of the previous research,this paper puts forward the countermeasures to improve the safety level of national defense industry fromfour aspects: national defense science and technology resources,national defense science and technology achievements,national defense science and technology security management and national defense science and technology strength.
