According to the enterprise growth theory which related to principle of stages division in the enterprise's life cycle, there are adequate quantities of engineering consultation enterprise that lies in a relative lower developing stage, and this situation would effect the whole development level of engineering consultation industry. The development trend of the industry and the engineering consultation market make those enterprises have to improve their core competence, to match the demands that arising from external environment.In the process of improving core competence, the enterprises will be influenced by the product of consultation service and related organization design. By means of literature review, the dissertation found that the fact of these problems is common in the growth of engineering consultation enterprises, which usually occurred in the growth from a lower phrase to a higher phrase. The dissertation pointed out a blind spot through literature review. The question is that the product of consultation service and related organization design was considered separately, and didn't combine as a whole analysis framework. It thought that the effective measurement to tackle this problem is to put the organizational operation mechanism innovation into account. And it formed a basic research framework of mechanism innovation for the engineering consultation enterprises that based on a certain stage of enterprise growth. It is one of the innovation points of the dissertation.For the product of consultation service in the organizational operation mechanism innovation for the enterprises, based on the viewpoint of project value improvement, it expanded the structure of product from perspective of construction phrases horizontal integration and a certain primary product deep specialization. Moreover, it analysied the value chain of engineering consultation enterprises, and point out that the way to innovate the product supplying is to form a modulization project management process. It is another innovation point of the dissertation.As for the related organization design, the main point is to build the mechanism from vertical control and horizontal coordination. The vertical control mechanism aimed at improving the salary incentive institution for the management and coordination level of the enterprise based on the principal-agent theory, improving the salary incentive institution for the project team based on the specific investment of human capital. And the main point of horizontal coordination is to build an organizational learning mechanism based on the principle of knowledge sharing, and establish a related functional sector inside the enterprise organization to make it possible to communicate and coordinate smoothly. It is the last innovation point of the dissertation.Finally, the dissertation made a case study for the engineering consultation enterprises'organizational operation mechanism innovation solution plan. By compared with the practice of benchmarking enterprises, it proved that the mechanism innovation solution plan could improve the growth of the enterprises that facing the certain problems related with specific stage, make it easier to developing from a lower stage to an advanced stage.
