At present, the economic growth of our country is mainly driven by investment;more and more resources and energy have been consumed and the environmentalpollution has been aggravated. The energy consumption of our industry is about 70percent of the total consuming, while the energy consumption of iron & steel industryalone account for about 15% of the whole industrial consuming. China, whoseimports of iron ore reached 444.14 million tons in 2008, has become the world'slargest importer of iron ore; 260.36 million tons of standard coal has been consumedin 2010, increased by nearly 34 percent than that of 2005. Iron & steel industry is oneof the most basic industries in our economy, but also a major source of environmentalpollution, which is a key problem for the survival of human and the development ofenterprises. Taking the ecological concept into the performance measurement systemof enterprises is beneficial for saving energy, increasing profit and improving theecological environment, is also helpful to formulate steel & iron industrial policymore objectively.From the development of steel & iron enterprises in our country, the performancemeasurement framework is build up on the base of ecological and economic theory.Firstly, the new concept of ecological and economic performance is given from thetwo aspects of economy and ecology with two dimensions of efficiency and effect.Secondly, the eco-efficiency, which is the first dimension of enterprise performance, iscomputed with DEA model based on the concept of ecological and economicperformance, and then we analyze the characteristics of the overall efficiency, puretechnical efficiency, scale efficiency and returns to scale. The steel & iron enterprisesare divided into three categories which is beneficial to construct the efficiency-effectmatrix based on multi-batch DEA. The TFP is divided into the change of puretechnical efficiency, scale efficiency and technological progress in the method ofMalmquist index, and then the developing characteristics of all efficiencies areresearched. The evaluation index system of iron & steel enterprises′ecological andeconomic effect is constructed, and then optimized with rough set theory. Thecomprehensive weight of index is given based on rough set and AHP, then theecological and economic effect, which is the second dimension, can be obtained.From the results of enterprises′efficiency and effect, the efficiency-effect matrix canbe set up to analyze the competitive position of all steel & iron companies, and then the path optimizing efficiency-effect matrix is also obtained which can be helpful tofind the best way to improve the ecological and economic performance. Through thepanal data model we can analyze the factors that are meaningful to improve theecological and economic performance, and according to the results, the measures toenhance the performance can be concluded.The innovation of this study is that the eco-economic performance conception ofsteel & iron enterprise is given from the two aspects of ecology and economy withtwo dimensions of efficiency and effect, and then according to the results ofeco-economic performance, the efficiency-effect matrix and its path optimizationmatrix are constructed in order to increase the eco-economic performance of our steel& iron enterprises.
