Human resource is the first resource of the enterprise and it is the most powerful competitive tool in gaining advantage. Human resource management and development is an important function of business management, and it is the foundation of organizational development and personal development, while it is an important basis of decision making. Employee performance evaluation is the important infrastructure work and core content in human resource management and development, so the improvement of employee performance evaluation is very important to increase the core competitiveness of enterprises, promote the sustainable development of enterprises. The dissertation has studied the theory and system of employee performance evaluation, which several significant innovations in the following areas.Base on the theory of systems science, economics and behavioral science, this dissertation has proposed theoretical framework of employee performance evaluation. From a new perspective, the dissertation has explores the elements, structure and operation of the employee performance evaluation system, and has studied the content, features, content, levels, factors and its implementation of the employee performance evaluation, and has built a theoretical framework for employee performance evaluation. The framework emphasizes on the internal and external environmental factors, information from the feedback process, employee performance, output efficiency of the employee performance evaluation system, and it has made the results more performance with comparable horizontal and vertical. The framework adheres to the idea of bounded rationality principle and uses the concept of flexibility, which improves the evaluation results. The dissertation has established a new employee performance evaluation system, which is a complex system composed of several subsystems, and each subsystem comprising the system and between the various elements of each subsystem has a complex relationship between interdependence and the constraints. The employee performance evaluation system is a combination of subsystems, and is the process of mutual co-evolution. The dissertation has proposed the concept of system-level dynamic hypothesis for the employee performance evaluation operation of the system analysis. That is any idea system is reflected in three levels from the inside to the out. The dissertation has analyzed the relationship among the dynamics of the idea, the dynamics of the system structure and the dynamics of the system behavior and the impact of the whole system. The dissertation has proposed reasonable performance method by the performance gap economic dimension to assist the performance gap. This dissertation focuses on the three core processes - staffing, employee motivation and employee learning, provides a model to evaluate the people's thinking.The dissertation has the important references on employee performance evaluation theory and social practice, and has the value for academic research in related fields...
