Research On Airline Operation Control Security Performance

With the development of the air transport market,it has higher requirements for airline,such as operational control's efficiency,safety,service,and punctuality.All the requirements are relevant to operational control in operation center.Those problems require the operation center to ensure the operational control's safety and efficiency,ie,safety performance.The Civil Aviation Administration has held meetings and issued advisory notices,stating that improvement of the safety system requires the safety performance management.Therefore,implementation of airline operation control's safety performance management is very important.This article studied the airline operation control's organizational structure and function of the departments.It analyzed the current status and the constituent of airline operation control's safety performance.Then,the author proposed problems and clarify the article's structure: The safety performance of airline operations control's assessment is including two parts,the operational control system's safety performance and the operational control main function's safety performance.The operational control main function's safety performance assessment focuses on the independent safety performance assessment in dispatch and monitoring function.The operational control system's safety performance focuses on the overall performance of the operational control with the coordination of multi-functions and multi-sectors.Firstly,the article built safety performance indicators system for operational control system and the functional system by research.Then this article collected two years' operational data of 2015 and 2016 years and do the satisfaction survey in a airlines.Secondly,this article use the grey system theory build a grey multi-level safety performance assessment model.Then this article use minitab to analyze the data and set a second-quantification standard and quantitative standard for qualitative indicators.And this article bring the data to this model,and get the operational control system safety performance scores.Thirdly,this article use G1 method and entropy method to build the operational control function's safety performance assessment model and get the result.After scoring the other operational control functions,the safety performance of the operational control function is gotten.Then thisarticle give this articleights to the system and functional safety performance assessments,and the overall safety performance in operational control is obtained.This article also use Visual Basic as a system development platform and SQL Server as a system running database to develop the safety performance assessment system.This paper studies the system's assessment of operational control safety performance to promote effectiveness of the operational control system,and improve airline safety levels.Through the analysis of the assessment results,this article finds the weaknesses of the operation control.And then this article could adopt more advanced concepts and methods of safety performance management,and improve the management level of operation control.
